We've Been Hacked!

Earlier this week we noticed that the vote totals coming in our weekly poll were not making sense. First, the totals disappeared entirely. When we reset the counter odd things started to happen. Votes would disappear, then re-appear. Final conclusion, we have been hacked!

We were able to keep track of votes cast for the two candidates, Aziere and McDonald. We just are not able to show them to you in the poll. Therefore, we are closing down the poll, meeting with the good people from Google and will try another poll at another time. For those that are interested, here are the results of the Aziere/McDonald race for State Representative.

Raytown police: Man injured in road-rage shooting


A man told police he was shot in the arm after he exchanged gunfire with another driver who had been aggressive with him.

Raytown police said they were called to 57th Terrace and Blue Ridge Boulevard early Tuesday evening on a report of a shooting.

Police found a man in his 40s bleeding from his arm. He was taken to a hospital and treated and released.

Detectives are investigating the shooting.

Raytown Board of Aldermen Meeting – October 16, 2012

Mahesh Sharma reminded the Board November 6 is Election Day.  The next Board of Aldermen meeting will be November 13.

  • Andy Noll reported to the Board the asphalt overlay project is complete.  The Board approved the change order for Superior Bowen Asphalt Co and authorized the final payment in the amount of $378,000.00.

  • The Board approved additional work for the 2012 Concrete Repair project with Lan-Tel Communications Services not to exceed to $190,000.00.  Andy Noll told the Board the additional work is to remove and replace sidewalks and 7 driveway approaches along Blue Ridge Blvd/Cutoff that did not pass the MoDOT inspection for ADA compliance. This will cost about $40,000.00 These existing driveways were not included on the approved plans to be removed and replaced, but the MoDOT final inspection determined that the driveway cross-slopes were more than the maximum 2% allowed, and would need to be included with the project. This work must be completed to finalize the project and to get all reimbursements.  The second area of additional work is to remove and replace concrete surface sections of the 83rd Street Bridge. This will cost about $25,000.00.   Lan-Tel provided the City with new unit prices for this work, which includes a specific concrete mix for bridge decks, as well as traffic control to keep eastbound and westbound traffic moving at all times.

  • The Board approved an agreement with Toddale, LLC for Independent contractor services.  Mark Loughry told the Board it was been brought to his attention that sales and property taxes collected in cities that have city limits adjoining other communities occasionally do not have the taxes collected credited to the proper taxing entity. This is especially true for smaller communities where the adjoining community is larger and shares a zip code. This error is identifiable through a process of comparing tax rolls, taxes collected and property ID’s within our community.  Currently, the staff does not have the working knowledge to complete this process independently.  The Toddale representative told Mr. Loughry his company first identified this issue while working for another community on a separate project. Since that time, they have been able to recover misapplied taxes for two other communities in the Metro in significant amounts and are proposing to do the same for Raytown. They will go back three years and fill out the appropriate paper work to have the taxes redistributed to Raytown. They will also show City staff the complete process so that once caught up, the staff can complete this on their own. In exchange for this service, Toddale, LLC will charge 20% of the lost revenue they recover for the City.  Mr. Loughry said Toddale recovered over $100,000 in tax revenue for the City of North Kansas City.  Alderman Van Buskirk said it was another reason Raytown needed its own zip code.

The Board discussed the recommendations of the Elected Officials Compensation Committee.  Those recommendations were: 

Board of Aldermen – Recommended no change in current compensation of $400 per month.  The Committee did recommend a change in monthly car allowance from $50 per month to $56 per month.  All Aldermen present said they wanted to leave the car allowance at $50 per month.

Police Chief – Recommended no change in the current compensation of $96,742.  Several Aldermen expressed confusion at the recommendation.  Currently, City Ordinance states the Police Chief will receive a 2% annual compensation increase.  The Aldermen asked if the recommendation was for the Board to pass an Ordinance fixing the salary at $96,742, or eliminating the salary increase.  Alderman Pardue said he didn’t think it was right to give the rest of the City employees a 3% salary increase, and not give the Police Chief an increase.  Alderman Ertz said that 2% increase over 5 years worked out to be about a 10% increase.  The Chief was getting increase when other employees weren’t.  There’s no telling what the economy will be like in two years, and the City could be hurt by having mandatory increases.  Alderman White said she was comfortable with paying the Police Chief $96,742, but she was not comfortable giving him salary increases when the rest of the City employees weren’t are getting any.  Alderman Ertz suggested the Board pass an Ordinance giving the Police Chief the same salary increases as the rest of the City employees.  Mayor Bower said that since no one from the Committee was present at the meeting, the Board could not be totally sure of the recommendations.  He suggested the Board continue the discussion at the next meeting when Committee members will be present.

Municipal Judge – Recommended no change in current compensation of $25,628.17.  Alderman Van Buskirk said the questions and concerns about the compensation for the Municipal Judge were the same as for the Police Chief.

The meeting was adjourned.

This Week’s Poll
A heated campaign is taking shape in Raytown over who will be representing us in Jefferson City. The contest is between two veteran politicians. One styles himself as “The Democrat”. The other proudly says he is the “The Raytown Candidate”.

So, why not! This week’s poll is between your choice for State Representative . . . Jim Aziere or Tom McDonald.

Last Week’s Results: Last week’s poll asked for your preference for President. Here are the results:

Obama:    18%
Romney:  75%

An interesting discussion took place at the last meeting of the Raytown Board of Aldermen. The Board was considering recommendations on whether or not to (1) increase their travel allowance, (2) increase pay for the Municipal Judge, and, (3) increase pay for the Chief of Police.

The recommendations came from the City’s Compensation Committee. The Compensation Committee recommended not to increase the Judge or the Chief of Police in salary. They did recommend the Board receive an increase in travel allowance.

The Board deferred consideration on all the recommendations until information from the Compensation Committee was shared with them.

However, the second highest paid city official in Raytown, the Chief of Police, appears to be on his way to about a $2,000 pay increase.

Someone dug up an old ordinance which apparently locked in a two percent pay increase for the Chief of Police. So the increase appears to be automatic.

Or is it?

The City Attorney told the Board they have the authority to change the 2% automatic pay increase. In other words, the Board would have the final say on the matter.

Which means that it is not really an automatic pay increase – it still requires their acquiescence. That is because of the reality that current governments cannot bind the decision of future city councils in a Fourth Class City. In other words, the Board cannot pass the buck and say that their hands are tied by a previous Board’s decision.

This decision is entirely on their dime.  

According to one Board member our current Chief of Police receives approximately $140,000 annually in salary and benefits from the city. That includes the exclusive use of a car (and the fuel that goes in the car), insurance and a fully funded pension, in addition to his salary.

However, the increase is only applicable to that portion of his benefit package counted as salary. The salary portion comes to around $96,000 annually.

Ward 1 Alderman Shane Pardue complained that it seems unfair that our Chief of Police would not receive a pay increase when all other city employees will be receiving a 3% increase this year. He felt that 2% was not very much.

That is how percentages lie.

An employee making $30,000 a year (who does not receive a car, free gasoline, or pension anywhere near what the Chief of Police receives) could expect an increase of $900.

A 2% increase for the Chief of Police (based on $96,000) comes to $1,920.00.

Does not seem very equitable, does it?

Raytown is a city of 30,000 people living in an area of ten square miles. The $140,000 pay and benefit package makes our Chief of Police one of the highest paid law enforcement officials in the State of Missouri.

If they pass either a 2% or 3% pay increase for the Chief of Police, the Board of Aldermen, and Mr. Pardue in particular, should be required to take a remedial course in simple mathematics.

Mr. Pardue’s comments raise an interesting question. The Raytown Police, and for that matter all the Raytown rank and file employees, have not received a pay increase in the last two years. Apparently, the Chief of Police has received 2% annual increases each of those years. We wonder why Pardue did not voice any objections those last two years.

Ward Four Alderman Pat Ertz suggested the Police Chief receive the same pay increase as the other city workers. 

The comments are not surprising coming from members of a Board of Aldermen who recently handed out a $30,000 pay increase to the City Administrator.

Hopefully, more responsible heads will make the correct decision and follow the recommendations of the Compensation Committee and leave the salaries where they are.

Requests for Absentee Ballots Due by October 31st

Potential voters for the 2012 Presidential Election who may be out of town election day have until October 31st to request an absentee ballot. In order to receive an absentee ballot by mail you MUST send in a written request. 

A parent may request a ballot be mailed to their child or vice versa but the request is required to be made in person at our office

A person may request a ballot be mailed to their spouse but the request is required to be made in person at the Jackson County Board of Election headquarters.

Requests for the November 6, 2012 General Election must be received on or before Wednesday, October 31, 2012.

Reward Continues to Grow

The reward fund continues to grow in the slaying of a Raytown jogger Harry Stone.
The Crime Stoppers TIPS Hotline said that the reward now stands at $20,000.

Stone was shot as he was jogging about 7:20 a.m. May 13 at 67th Street and Blue Ridge Boulevard. Stone was rushed to a hospital, but died.

Surveillance video in the area showed a dark car slowing down and opening fire on Stone. Police said they believe two men were in the car.

Anyone with information on the case is asked to call the TIPS Hotline at 816-474-TIPS.

I have nothing personal against our Police Chief
or our City Administrator but, when is our
elected officials, our so-called "representatives"
going to say enough is enough. This is the citizens of
Raytown's money they are so happily giving away.
Isn't it enough that these positions are already
paying three or four times more than most other jobs in
Raytown?
Overlay done! Please!
Our streets are washboards and getting worse every
day. No surprise these people are giving away our
money faster than they can swindle it from us!

Thank you for explaining to we that I should vote for a candidate that is from the place they are seeking to be elected.

I guess these mean that I cannot vote a straight Republican ticket this year being that Mr. Turk doesn't live in the area which he is running.

Does anyone know why Mr Turk didn't run for office in his own area?

If an employee is not worth a 2% annual increase, that person should be fired. No increase is actually a pay cut as the cost of living continues to increase.

Please note: That thanks to the mess Bush got this Nation many America went several years without a pay increase.

The sad thing is that our city employee's got raises and I recall one of those years they got as 5%

So you see no raise doesn't always mean someone should be fired it could just be miss management from individuals like Bush.

Jacob Turk is running For U.S. Representative in Missouri's Fifth District. That is a very expansive district designed to be a safe democrat while also protecting Vicki Hartzler's district in the Warrensburg area. The Fifth stretches from inner-city Kansas City clear to parts of Johnson County, Missouri and the Marshall area. It doesn't make sense, but that is the way it is.
Conversely, Jim Aziere is running for a seat that is primarily Raytown with a minimal amount of Kansas City and Independence. Effectively, it is a Raytown seat. Tom McDonald is from Independence, but does not even live in the part of Independence in the District. He has rented Jerry Briggs former home that is currently vacant and swears he'll move here if he wins the election. I know Jim Aziere isn't the best elected official we have, but he does represent Raytown. And he does live here. That earned him my vote. In my eyes, he is the only candidate we, the city of Raytown, have to choose from.

I wonder if Mr. Turk knows that Jim's message is not one of party unity, but again from what I have seen of Jim at Alderman meetings it is all about Jim.

turk is running for congress. Aziere is running for the Missouri House of Representatives. What kind of a twisted mind can connect those dots?

My guess is that it is a disgruntled dem who does not want to talk about McDonald and where he really lives.

I really doubt they care about party unity in the republican party.

Some of you sports fans, if yoou read the Star may noticed that now, Roy Williams, the KU basketball coach wants to pay the players.

I've got a great idea. Since the taxpayeers are already paying Williams 5.2 million dollars a year for coaching his team perhaps he might want to spend a million or so of his own money making certain the players get enough salary to keep them in cigarettes and soda pop.

Williams' idea is idiotic but so is paying somone 5.2 million to coach guys running up an down a ball court in their underwear.

I watched the debate last night. Here are some observations. It bothers me that Obama spends more time talking about what his opponent will do than what he will do. My big concern is our economy. At least Romney has a plan. If Obmasa plan is a continuation of his last four years I am not too interested.

Many of the political truths we cling too, greatly depend on our own point of view. We are willing to accept, justify and the defend the faults, failings, mistakes and short comings of those who we like and support. On the other hand, for those we do not like and support, we are more than willing to hold those very same things against them. It is far easier to simply agree with those we like and support, than it is to admit that we disagree. It is harder still for us to admit that we agree with someone we do not like or support. We complain about the mud throwing and lies from the so called "other side", yet we choose to ignore when our side does the very same thing. We then to think that our side is all goodness and light, pure and the wind driven snow, and other side is therefore all darkness and evil. But in all honesty, neither side had all the answers, and it is out own political bias that is the problem. One day we will find out that our way is no the only way, and when it comes to the so called political truths, there is no correct answer or party.

Just in on CNN. Some emails have surfaced taht show that Obama and his administration were well aware that the attack on the embassy in Lybia was a terror attack while it was happening!

For the life of me I cannot understand why they took such pains to deny and hide that fact.

You're aware, of course, that it has been House Republicans who have consciously voted to reduce State Department funding for embassy security, right? They admitted as much earlier this month.

And you want to blame Obama when lack of funding for security led directly to the death of our ambassador and three other Americans?

But of course, you were aware of this all along. I am certain of it.

I wish this blog was more about Raytown and less about national politics.

I agree with a lot of the readers about the election.I supported Obama four years ago but not this time. He had his chance and he blew it.

I am still interested in what is happening locally and look forward to more good news about out town after November 6.

For now, let the fur fly. This is one hell of campaign. Much too good to ignnore.

What did the Raytown Police do that was so "great"? Did they catch the goofy road rage guy who sped away?

Personally I wish there was more detail to the story. Like what kind of car was driven. Was it a woman or a man. Do the police need help in locating the vehicles involved? Surely with all the gunfire at close range they must have hit a car at least once!

The story in the news offers little but more unanswered questions.

You can't tell Democrats from Republicans!
BUT, if "you" (Obama backers) are going to give him
credit for what you call good things during his
administration you have to also credit him for the
bad that happens on his watch. You backers can
only blame Bush for so long but, you have run out
things to blame him for. The last four years have
been your man Obama. It's time to step up and admit,
it isn't working. But, you won't, I know. It's
easier to point fingers.
The only reason I will vote for Romney is, he can't do
any worse but I believe Obama can and will do worse.
Oh, and by the way, I thought Clinton was a good president.
He got rid of the national debt. Your man Obama has
tripled it. I'm sure you will find a reason to blame
someone other than Obama for that too.
In real life all of us have only to point to our nations
capital for this countries problems. Greed and stupidity
run this country not Democrats or Republicans. The people that
run this country have never had to do an honest days work
in their lives. They have no idea what we the people go through

Anyone who has been watching the hearings and actually paying attention to the truth knows that there wasn't a lack of funding for our embassy in Libya or any of our embassies. There never has been a lack of funding where our security at home or abroad is concerned. That is noting more than ANOTHER big Democrat lie. If you guys repeat these lies often enough and loud enough you think people will believe them. The majority of the American people are just not as stupid and uniformed as the Democrats seem to think.

We took an arrogant community organizer who has never worn a uniform and made him Commander-in-Chief; a guy who has never had a real job, worked on a budget or led anything more than an ACORN demonstration, and made him the leader of the USA.

HOME SALES TAX


The National Association of Realtors is all over this and working to get it repealed, -- before it takes effect. But, I am very pleased we aren't the only ones who know about this ploy to steal billions from unsuspecting homeowners. How many realtors do you think will vote Democratic in 2012?

Did you know that if you sell your house after 2012 you will pay a 3.8% sales tax on it? That's $3,800 on a $100,000 home, etc. When did this happen? It's in the health care bill, -- and it goes into effect in 2013. Why 2013? Could it be so that it doesn't come to light until after the 2012 elections? So, this is "change you can believe in?"

Under the new health care bill all real estate transactions will be subject to a 3.8% sales tax.

If you sell a $400,000 home, there will be a $15,200 tax. This bill is set to screw the retiring generation, -- who often downsize their homes. Does this make your November, 2012 vote more important?

Oh, you weren't aware that this was in the ObamaCare bill? Guess what; you aren't alone! There are more than a few members of Congress that weren't aware of it either.

Mr. Aziere,

If you read this. You just got a new vote. Mr. McDonald came to my house recently and I found him to be incredibly rude, not caring what I had to say. mr. Aziere was very courteous to me and listened to my thoughts and concerns which is very important in a state rep.

Please people, vote for mr. Aziere. He is a nice man that truely cares. I will not vote for any other republicans but mr. Aziere

I too had a chance to visit with Mr. Aziere. He seemed clueless about issues facing the state. Also I asked him why he voted to give the city administrator a $30,000 raise and you should have seen him trying to justify this one. Didn't take him long to get on down the road once I started asking him the tough questions. He's really not qualified to be an alderman let alone a state representative. Would NEVER vote for this guy

I see the Kansas City Star endorsed Jim Aziere this morning. They did not say much about McDonald excpet that he served one term as a Missouri representative from a districd based in Independence.

What is going on with your poll? The numbers keep changing. Sometimes going up. Sometimes going down.

I bet someone has found a way to manipulate the count.

Tom McDonald voted to give HIMSELF a raise in 2009. This was at the height of the economic recession. THAT IS NOT OKAY. Jim has his quirks. He is not the brightest. But he is not going to Jeff City just to collect a paycheck like BOSS TOM seems to be doing. Out with Independence politicians and in with Raytown representatives

Your copy and paste info on the 3.8% Medicare tax is mostly incorrect and extremely misleading. I am no fan of the Obamacare legislation but let's at least be accurate about it. This is not a real estate tax, it is a Medicare tax that potentially applies to investment income, including real estate sales. For real estate sales, the seller has to meet an adjusted gross income threshhold of at least $200K (single) or $250K (married). Then, the tax only applies to TAXABLE GAIN, not the sales price. Since there is a $500K exclusion on the gain in selling a home, a seller would have to have made a profit of at least $500K in addition to being a higher earner. Whether hitting the wealthy is the right approach or not, this Medicare tax will hit very few transactions. Here is information prepared by the National Association of Realtors explaining the tax and providing scenarios on real estate and other investment transactions and how it would or would not trigger the tax.

To those that wonder why do the Republicans not do something about all the illegals.

Just look at their stand on issues:

They don't want a minimum wage

They don’t have any use for any type of government health care programs including Medicare

They don’t have any use for social security

It is clear when these find members of society, known as Republicans, have an endless supply of individuals who can enter the US illegally, work for anything they can get, will live like sardines in a can, and being they are here illegally who is going care how they are treated or if they end up missing we will only see more of them as the help increase the profit.

This is a lie.

Unless you can sell your home for more than a half a million
dollars over what you paid for it you will pay absolutely
nothing in additional taxes. If you live in Raytown, you aren't
even close the the line where this tax on Capital Gains
(not selling price) would be relevant.

Just more lies from the Republicans, move along,
nothing new to see here.

Well I see our city codes department is asleep again. There are 3 4X8 ft. signs on 83rd street between Raytown Road and Elm street. If I recall this is a residential area, I believe our city codes limits signs to 4X4 ft. in residential zoning. They also may even be on the city's right of way. Wonder why nothing is being done about this violation? I bet if these were Greg Walter's signs the city would be on them pronto.
