GREG WALTERS
How About Them Royals!

The Royals are rolling and they are coming home!  Wednesday night should be cause to celebrate. Just you watch!!!

Anyone who does not believe baseball cannot be exciting has not been watching the American League Baseball Championship Series.

Two teams from Texas. One of them, the Texas Rangers taking on the pick of the eventual winner by most baseball writers, the Toronto Blue Jays, has shown Toronto may have to wait another year.

Last Friday afternoon, the Rangers jumped to a two game edge over the Blue Jays. In a best of five series, headed to play in the Rangers' home field, that is close to a death sentence for the Blue Jays to come back.

More important, our hometown favorite, the Kansas City Royals, have shown the world they still know how to win when it is needed. National television commentators predicted the Royals were ready for the “once was” category, when Kansas City turned in a lackluster performance against the Houston Astros in the first of their best of five series on the road to the American League Championship.

True, the Royals did not look their best in the first game, but on Friday afternoon, the Royals came back roaring in a come-from-behind victory in which they bested the Astros by a score of 5 to 4.

If you have not been watching these two evenly matched teams battle to move to the American League Championship, you are missing a treat.

Sunday’s game should be a classic. Houston’s ace, Dallas Keuchel, will be be facing Kansas City’s Edinson Volquez.

The two team match up pretty evenly in offense and defense. The difference is in the pitching. Most give Houston an edge with a superior starting rotation.

But the Royals definitely have one of the best bullpens, if not the best bullpen, in both the National and American Leagues. Even with the loss of their ace reliever, Greg Holland, the Royal's pen still impresses.

Friday afternoon, the Royals proved you can win “must win” games without superstars throwing the opening pitch to the game.

Either team can win this game. But I believe the Royal’s experience will prove to be the difference in Sunday’s matchup.

Just You Watch!!!

The Paul Livius Report
Raytown Board of Aldermen Meeting – October 6, 2015

Chief Jim Lynch presented REAP a check in the amount of $9,600 which are the proceeds from the annual golf tournament.

Mayor McDonough  said one in eight American women are diagnosed with breast cancer. It is the second leading cause of cancer-related deaths among women in the United States. As we observe National Breast Cancer Awareness Month, we salute the brave Americans who are fighting this disease, including their families.  Early detection can be an extremely effective tool, and timely screening mammograms could prevent 15 to 30 percent of all deaths from breast cancer in women over age 40. Every day, health professionals are improving programs that address the issues women encounter in obtaining appropriate and timely treatment.  Our nation  has made significant progress in the fight against breast cancer and we remain firm in our commitment to do more. Ninety-eight percent of all breast cancer patients survive when the disease is detected early and there are over 3 million breast cancer survivors in the United States.  He then proclaimed October to be Breast Cancer Awareness Month.

Mayor McDonough said change is constant and affects all cities, towns, suburbs, counties, boroughs, townships, rural areas, and other places.  Community planning can help manage this change in a way that provides better choices for how people work and live.  Community planning provides an opportunity for all residents to be meaningfully involved in making choices that determine the future of their community.  The full benefits of planning requires public officials and citizens who understand, support, and demand excellence in planning and plan implementation.  The month of October is designated as National Community Planning Month throughout the United States of America and its territories.  The City of Raytown endorses National Community Planning Month as an opportunity to highlight the contributions sound planning and plan implementation make to the quality of the Raytown community.  The celebration of National Community Planning Month gives us the opportunity to publicly recognize the participation and dedication of the members of the Raytown Planning & Zoning Commission, Board of Zoning Adjustment and other citizen planners who have contributed their time and expertise to the improvement of the City of Raytown.  We recognize the many valuable contributions made by professional community planners of the City of Raytown and extend our heartfelt thanks for the continued commitment to public service by these professionals.  We recognize October 2015, as Community Planning Month in the City of Raytown in conjunction with the celebration of National Community Planning Month.

Steve Mock thanked Mayor McDonough and Chief Lynch for nominating him for the Jackson County Combat Advocate Award. He said he was honored to receive it and said his daughter gave a wonderful acceptance speech.

The Board passed a resolution approving the budget for fiscal year 2015-2016.  To review the budget, please go to Raytown City Budget starting on page 16.

The Board passed a resolution approving the acceptance of a Missouri Department of Transportation Traffic and Highway safety hazardous moving grant in the amount of $6,750. The City intends to use these reimbursement funds to decrease hazardous driving related crashes.  The grant allows for overtime enforcement and to send one person to the annual LETSAC conference. The City is not required to match funds for this grant.

The problem, especially in Ward 2, is that in city elections very few people get off their duffs to vote. Aldermen are elected by a majority of a small percentage of the people! The same holds true for sales tax issues, bond issues, and the school board.

Poor old Jim Aziere is whinning again about not getting his way on the Board of Aldermen. Well grow up Jim, sometimes you win and sometimes you loose. In case you haven't noticed the voters voted for CHANGE in last April's elections and it appears they are getting some. (Not fast enough in my opinion) Jim has it all wrong ,as usual, It's the Board that sets the course and the department heads are to carry out their direction. If it weren't supposed to be this way we wouldn't need elected officials like you. Think about it, Jim.

I understand that the City has hired a new Public Works Director. I have Googled her name, but have yet to see what background she may have to qualify her for a department head position.

When the City hires people who have no track record and have not led or managed anything it is in some ways insulting to the citizens who depend on Public Works for roads, storm water and other public utilities. This is one of the many reasons why the city's infrastructure is failing.

Tell us who she is. Maybe someone that is good at data mining can find out more.

If she worked for MoDot, it would be civil engineering. However, I have not found anything about her, or her name. Anyone know her name?

No further speculation gossip about Walmart or bashing for Aziere here, but I sure was enlightened by the 15 plus pages of boilerplate crafted by the state and city to enable a $6500 "grant" to the city for what looks like overtime pay for police to conduct traffic stops near certain intersections. Not sure because the actual use is to be disclosed in a supplemental document to follow!!
Makes me wonder how many high paid hours went into dreaming this up, writing the first draft, getting it rewritten and approved , submitting it for consideration by the city of Raytown, rewriting it again due to comments by the Raytown staff, and on and on

All for a $6500 "grant"???

And now it's approved, it will need to be tracked and invoiced according to the terms of the contract and the oversight by the state and city to get all the i's dotted and the t's crossed.

More money down the rat hole of the bureaucracy. This contract for a $6500 "grant" is, to me, a fine example of government waste in action.

Sorry folks, just needed to rant a bit this morning.

BTW... I could be all wrong, I'm just speculating.

Anyway, GO ROYALS!!!

I wonder what our new Public Works Director's take on bike paths is? Somehow, I think, the "Save Our Turn Lane" movement has derailed the city's plan to redo Blue Ridge Blvd.

I was at City Hall a few days back and stopped by the public works desk and they rather sheepishly admitted that the engineered, planned and budgeted project had somehow been put on hold.

I don't have a dog in the fight either way (turn lane/bike paths), but it bothers me that people acting off record, behind the scenes, are able to exert such influence on the workings of our city.

BTW.... could be all wrong about this. Just what it looks like to me.

Have a nice day fellow Raytowners

it aint about the money, its about doing things to save lives. In watching the meeting they explained it was a reimbursement grant to put out personnel on extra details for DUI enforcement and other hazardous moving patrols
if you consider my family's lifes not worth the time to prepare the paper work, then you obviously have never seen the carnage on today's roadways or lost someone to a drunk or distracted driver. Think before you speak.

Dear Anonymous 7:35

I am sorry I did not make myself clear. I am not against DUI enforcement or getting people to drive attentively by increased traffic enforcement. However, the language of the grant looks like the overtime will be for speed control most likely.

What I am against is the huge amount of overhead (cost) it takes to spend a lousy $6000 on the effort. That is the waste I am referring to.

Also, for your information..... my daughter-in-law was smashed into by a young woman running a red light just two weeks ago. She suffered a broken collarbone and many other bumps and bruises. Their nearly paid for car was badly damaged and did not quite meet the level to be totaled so she and my son will suffer further through the loss of value due to the collision.

The young woman was texting as she ran the red light!!! Guess what? It is not against the law in Missouri to text while driving (if you are over 21). This is something I would like to see corrected.... IT SHOULD ABSOLUTELY BE ILLEGAL TO TEXT AND DRIVE!!!

BTW.... as for DUI enforcement.. I see from the information in the grant contract, Raytown did not conduct one sobriety checkpoint last year.

One last thing. I actually do think before I speak.

Have a nice day. AND Go Royals!!
