RAYTOWN POLICE RESPOND TO SHOOTING AT COLEMAN PARK EARLY SATURDAY MORNING.

Woman Killed at Coleman Park
in Early Saturday Morning Shooting
Raytown, MO – At about 12:24 A.M., Saturday morning (June 15, 2019) Raytown Police Officers were called to the area of Sarah Colman-Livengood Park, 5901 Lane, regarding a house that had been shot. The house was adjacent to the park. Moments later, police received a call that a woman had been shot at the park itself.
Upon the officers’ arrival, they located a young woman who had suffered a gunshot wound. There were other people present at the park, who were rendering first aid. They were not injured. Two individuals were seen running away after the shooting and were not located. The woman’s identity has not been released at this time. No arrests have been made in relation to the incident.
It was discovered that at least three houses adjacent to the park, and the park office building that was located on the park grounds, had been struck by bullets. No occupants were injured.
A group of about 20 people had been partying at the Park when the shooting occurred. The shooting occurred one and one half hours after the park had been closed for the evening. Coleman Park has an 11:00 p.m. curfew on Friday nights during the summer. Nearby residents reported at least 15  gunshots fired in rapid succession during the shooting.
Police continue to investigate. Anyone with information about the incident is asked to call the TIPS Hotline, 816-474-TIPS (8477.)

State Auditor Explains
Audit Process to
Board of Aldermen

State Auditor Todd M. Schuler, CPA addressed the Mayor and Board of Aldermen at last Tuesday’s meeting to explain the Missouri State Audit process. Mr. Schuler is the direct representative of Missouri State Auditor Nichole Galloway.

The audit of the City of Raytown was called for when the Jackson County Board of Election Commissioners verified 1623 signatures of registered Raytown voters who petitioned the State Auditor to conduct an audit of the City of Raytown.

Mr. Schuler told the Board the State Auditor’s office will be conducting two audits of Raytown. One audit is the result of the petition drive.

The second audit is of the Raytown Municipal Court. State law requires the State Auditor conduct an audit of all Municipal Courts in Missouri on a regular basis. There is not any cost to the City of the Municipal Court Audit.

Schuler explained the audit process is expected to take six months to complete for the City and three to four months to complete the Municipal Court audit. He described the City of Raytown as a larger than usual audit covering all operations within the city.

The targeted areas to be covered by the audit include but are not limited to:
  • Internal Controls
  • Compliance
  • Economy / Efficiency
  • Transactions
  • Needed Changes
  • Excess Revenue Compliance
The audit covers the time period of the last completed fiscal year (2017/2018). However, Auditors have the ability to extend the audit forward or back from the dates set in 2017/2018. For instance, the 350 Live TIF was active in three different administrations (Frank, Bower and McDonough). State Auditors have the option of expanding the audit at their discretion.
Ward 5 Alderman Derek Ward asked that the Auditors provided the Board of Aldermen with an update of the audit once it hits the half-way mark. Mr. Schuler indicated that such an update could be given.

Ward 1 Alderman Greg Walters asked Schuler to explain the difference between a Financial Audit (which the city completes annually) and a Performance Audit.

Walters said, “There has been some confusion (in the public) as to the difference between a Financial Audit and a Performance Audit.

Mr. Schuler explained a Performance Audit is larger in scope than a Financial Audit.

The Performance Audit looks at all aspects of how the City is run. Financial audits only look at the city’s finances and guarantee the city’s financial books are properly balanced.

Recommendations will be made where improvements can be made in the day to day operation of the City. If any malfeasance is found, the proper authorities will be contacted to investigate the findings of the Audit to see if criminal charges are called for.

“State Audits,” said Mr. Schuler, are prone to look for inefficiencies within the operation of a governmental body. It is up to the Board of Aldermen to make any suggested changes once the audit is complete.

State Audits are also “completely confidential” according to Schuler, until they are completed. Once completed, the entire audit will be made public. Individuals can view the completed audit on the Missouri State Auditor’s website www.auditor.mo.gov

Schuler also said the public is welcome to bring any item to the State Auditor’s attention. All items brought to the State Auditor’s attention will be held completely confidential (informants need not worry of being exposed or identified through the audit process).

City Offers Vouchers for
Disposal of Tree Trimmings
 $5 FOR A $25 VOUCHER
The City of Raytown is $5 coupons ($25 value) to be used at two disposal companies in the Raytown area. The coupons have a 60-day expiration date. Four coupons over a one-year period will be available for properties located in Raytown. Proof of identification, ie. a driver's license, or a recent (within the last two months) utility bill will be needed to obtain the coupon.
Alderman Greg Walters said he frequently is asked where people can dispose of tree trimmings. For $5.00 people can load up their pick up truck or trailer with unwanted tree cuttings. "This is one deal the City offers that is popular, reasonably priced and environmentally sound," said Walters. The city pays the difference due Missouri Organics.

and Raytown  . . . Oh My!
Many years ago, when I was still a young pup on the Board of Aldermen, an interesting conversation came up at a Committee Meeting. One of the members, Ward 4 Alderman Phil Gray, for reasons that I cannot remember, went into a rant about how he hated all the politics at Raytown City Hall. He only wanted to pass “good ordinances” and not quarrel about the rest.

One of my seatmates on the Board, Ward 3 Alderman Kevin Brown, took issue with Gray’s rant.
It was a long time ago, but I doubt I will never forget it.

Alderman Brown looked at Alderman Gray and said, “Phil, we are politicians. This is what we do. We were elected to do this job. It is our job to work these things out. If you do not like your job, you should quit.”

Not surprisingly, Alderman Gray never repeated his rant.

It reminded me that we in America are blessed by a political process that works.

This past weekend most of the Board of Aldermen met at a Saturday retreat in an effort to hammer out some goals for the coming year. During the retreat I was paired with Ward 2 Alderman Greene. During our work time together we discussed many topics. Some of which was national politics. At one point we strayed into the subject of immigration.

For those who do not know, Jason is married to a citizen of Honduras. His wife is working to gain citizenship in the United States. He told me a bit of current events about Honduras I was unaware of. Apparently, that same weekend, rioters had set fire to the American Embassy in the Honduran capital, Tegucigalpa.

He also mentioned how his wife was upset and angry at those who attacked the American embassy.

In contrast, Americans do not set foreign embassies on fire. Even of those countries we may not think to highly of. In America, we elect politicians to represent us. This is true for our representatives in Jefferson City and Washington, DC, as it is in Raytown.

We are witness to the failure of national governments in our own hemisphere where those in power have failed the people they serve. The plight of people trying to escape the horrors of failed republics in Central America is testament to that failure.

Last week (June 4th) was the anniversary of the slaughter in Tiananmen Square in 1989 by the Chinese government of its own people. The protester's in Tiananmen Square “crime” was to peacefully protest the dictatorial power of their government. There were not any memorials in China of the event. Do you even have to wonder why?

The United States of America is a representative Democracy. We choose who represents us in the different arenas of government. To be sure, sometimes the process is messy and sometimes contentious. But it is by far the best way for a people to govern themselves.

Raytown Board of Aldermen Meeting

The Board approved an ordinance approving the final site plan of Somerset Village Apartments in Wilson View. Curtis Peterson, on behalf of KM-TEH Realty, owners of the property located at 9611/13 E 60th Street, is requesting approval of the final site plan in order to replace the building that burnt down. The building that was destroyed contained 11 dwelling units and the proposed replacement building also contains 11 dwelling units. Somerset Village is a complex of 13 buildings that has 156 dwelling units. The complex is located on East 60th Street just west of Raytown Road. The building that was destroyed is located 9811 E. 60th Street and was destroyed by fire in February 2016.

The Board approved an ordinance amending Chapter 2 of the Raytown Municipal Code. At the April 2, 2019 General Election, the citizens of the City of Raytown, voted to make the Chief of Police position an appointed position instead of an elected position (vote was 2725/1065). It is necessary to amend the Raytown Municipal Code to reflect the changes necessary due to the results of the election.

The Board approved a resolution authorizing an agreement for inmate security housing services with Johnson County Missouri Sheriff’s Department.  On 04-25-19, a bid request was sent out for housing our inmates, as our current contract with Johnson County Missouri Sheriff’s Department is set to expire June 30th, 2019. This request was advertised in the Daily Record, our Website and e-mailed to other County Jails in our region. On 05-22-19, I contacted City Clerk Teresa Henry and she advised that one bid was received from Johnson County Missouri Sheriff’s Department on 05-14-19. The housing price increased from $40.00 to $45.00 and the transportation fee of $20.00 remained the same.

The Board approved a resolution authorizing the expenditure of funds to Missouri Organic, WCA and Compost Connection for Raytown’s clean-up coupon program in an amount not to exceed $52,000.  The need for property maintenance is ongoing and necessary for the City. With this past winter being one of the worst winters for Raytown, Raytown property owners experienced excessive tree damage and storm debris. With Board of Aldermen approval, the Public Works Department issued 2,282 FREE Storm Debris Vouchers to assist property owners with the storm debris clean-up efforts. Each Storm Debris Voucher had a redeemable value of $25 in services, either for drop-off of storm debris at Missouri Organic, or for curbside pickup of storm debris by Compost Connection. With current redemptions of Storm Debris Vouchers and ongoing City-Wide Clean-Up Coupons at Missouri Organic, the City’s spending with Missouri Organic has exceeded $15,000. Additionally, the total budgeted funds for the City-Wide Clean-Up have been exhausted due to the redemption of Storm Debris Vouchers and the City-Wide Clean-Up Coupons. The City-Wide Clean-Up Coupon program includes yard waste drop off at Missouri Organic and scheduled curbside pickup of approved household items by WCA. City staff is requesting transfers of $30,000 from Public Works to Governing Body to cover the expenses incurred to date and funds to continue providing the program for the remaining portion of the fiscal year.


Picture of the Week . . . What is it?
At the southwest corner of 59th Terrace and Hunter there is a slow water line break. The broken water line has been turned into the city many times in the last five years. The street and the adjoining property has sunk from the continual erosion occurring under the street.

During winter, the water continues to flow and freezes over one-half of the street. So much so that Public Works crews had to put additional salt to thaw the traffic hazard the frozen water created.

The City of Raytown’s Public Works Department has identified the water as coming from a Raytown Water Company water line.

The Raytown Water Company is well aware of the problem. In an effort to cover up the problem (last fall) the Water Company patched a very large pothole that had developed at the site of the leak with asphalt. That patch has since sunk five inches below street level of the curb.

WHAT IS IT?
The circular globs are probably petroleum product from the asphalt, mixed with water from the pipeline.

Water lines leak out. Under the right circumstances, they can also draw pollutants into the water line.

This is a public health hazard.

The City and Water Company have been aware of it for over five years. They have done nothing but confirm there is a leaking water pipe.

I wish you were correct in your assumption the audit will not uncover anything. Unfortunately the exact opposite is in Raytown's future. There is a lot of documented evidence that will come forward in the audit. It will be an eye opener for some in Raytown. For others it will be a confirmation of what they feared has happened to their city.

There was very little on the agenda last week except for the presentation by the Missouri State Audit Manager Todd Schuler. His presentation is covered in our lead story.

I have not received Paul's report (yet) but can share with you the other items voted on.

1. A contract was approved to continue using Johnson County Missouri as the city's jail for individuals sentenced to jail time in Municipal Court. The city has a jail at City Hall but it is only a "holding cell". Overnite stays are shipped off to Johnson County, Missouri. Most of the suburban cities in the area us the same facility.The bill was approved unanimously.

2. The Board approved expenditure of about $52,000 for payment of the Voucher Program used by the city for removal of storm debris. One item of interest that came out in the discussion was that Raytowners can continue to purchase the same vouchers for $5.00. The voucher normally costs $25. The City pays the difference to Missouri Organics for taking tree limbs and other biodegradable waste. Transfer of funds was approved by the Board.

3. Final approval was granted to Somerset Apartments to build a new apartment unit to replace one that had been destroyed by fire. Board approve the bill unanimously.

4. An ordinance was approved accepting changes to the procedure of how a new Chief of Police will be appointed to office. Voters approved the change from an elective office to an appointive office in April. The Board approved the ordinance unanimously.

I understand the elected officials had a planning session.

I have looked on the city website, but cannot find the agenda, video or minutes.

Do you know when this will be posted?

Could you at least provide information on when, where and what was covered as I understanding all meetings are to be open to the public. I am sure I will need some of this information to report this to the state auditor.

I was at the Planning Session for the first half of it but had to leave due to a prior commitment around 11:30. I suggest you contact the City Administrator, Damon Hodges at Raytown City Hall to find the answers to you questions. During the three hours I was in attendance there it was pretty much breaking into groups and trying to reach a consensus in prioritization of goals for the coming year. A couple of the members at a following BOA meeting did credit Alderman Mims with taking charge and leading the rest of the meeting. She may be able to answer your question(s) more thoroughly.

Sounds like the public utility commission needs to be contacted about the ongoing issues with Raytown Water.

Maybe even the EPA!

5:29 not sure I understand you or you understand a state audit.

The citizens had to request the state audit to get honest answers to simple questions that city hall either wouldn't give or depending on who was giving it gave conflicting answers.

Conflicting answers only leads to more question and we all sure are see them on here or in conversations around town.

This is what happens when we elect individuals that don't care about anything other than the pay they get and/or the lack of those same elected individuals in hiring professionals.

I really don't think you want me to list all the issues with the lack of professionals we have working for the city, but anyone who at least gets the KC Star has knowledge of one of the most costly unprofessional we have.

So next time you make a blanketed statement make sure you understand why so many citizens are stepping up an asking questions to the auditors and realize comments like your and those from to many tied to city hall are leading to more and more of these questions because to be honest when you get that upset about the state audit it looks like you are hiding something and with the conflict in statements it only further supports Raytown has major issues.

Now before you get all worked up the point of the state audit to find out if we do have issues. How to best address them and if criminal activity to send to those who prosecute them.

Yes, we want you to list - in detail - all the accusations you have against the city and the professional staff. We already know some of them have been pointed out and corrected, but go ahead and list them anyways. Don't continue with the rumors and innuendos. List those things that the average citizen can see, touch, and feel. It's time to take the proof off the floor of your garage and bring it out into the light of day.

Does anyone know where I can get help to challenge the evaluation Jackson County has placed o my property? There is no way the value of my home went up 25% in the last two years. Me and my neighbor both own our homes. We are both on fixed incomes. We cannot afford what Jackson County is doing to us. If anyone knows of anywhere we can go to help change the county's unfair practice of taxing people out of their homes please share it here.

Not sure what the post is speaking about, and therefore I cannot speak for them.

However, many in my neighborhood as why we have code enforcement when they drive by properties that in violation and do nothing.

I would like your explanation how that issue has been addressed and we just have rumors.

Until that time I guess my neighbors all must just be have issues with our vision and only believe we see pealing paint, tall grass, trailers being used for storage and limbs and other storm debris.

Maybe you could suggest a good local eye doctor to make sure we only see the truth that you speak of.

5.What relief is there for senior citizens?

Information about the Property Tax Credit (Circuit Breaker) is available by calling 573-751-3505 or at the Missouri Department of Revenue website.
The Senior Citizen Quad Payment Program gives Jackson County seniors the option to spread payment of their County real estate tax bills over four equal installments - without interest or penalties applying. The installments are due December 31 of the tax year and then February 28, May 31 and August 31 of the following year.

7:21 AM The county's assessment is based on what the assessor thinks is fair market value of your property, not your ability to pay. I suggest you check comparables (called comps)of similar homes in your neighborhood to determine if your home is assessed fairly or not. You may check websites such as www.zillo.com or others to check market values. You may ask a realtor to provide you the fair market analysis of your home in writing or you may pay for an appraisal from a licensed appraiser. Once you know the value, call the assessors office and tell them you want to protest the value. I know it is a hassle waiting on hold and then arguing with an employee who doesn't want to do his job but I did it by asking for a supervisor. I based my appeal on the condition of my home (leaking basement, etc) and they dispatched an assessor who lowered the assessment. There is a deadline and you must appeal before the deadline!!!! That happened when I lived in Raytown.

Now I live in another city and county where the assessor has 2 ladies answering the phone. One is very helpful while the other is not. I watch real-estate listings so know that my home was over assessed. The helpful lady connected me to a deputy assessor who told me I could go to an appeal hearing but since coincidentally I was doing a refi of my home that required an appraisal, I could use the appraisal to document value. I delivered the appraisal to the assessors office and he adjusted the value of my home.

Remember there is a limited time to file an appeal so be sure to file within that time period. Be sure you are certain of value because your assessment could GO UP if your home is worth more than the current assessment.

I am glad the real estate appraisals are starting to reflect actual values. It's a shame they still have missed some who pay way too little.
Yes, a few may be too high but there's a procedure to appeal.
I am sure mine is a bit high but not worth the trouble to appeal. They seem to be about 5 grand high for the last three appraisals.

I'm glad you are happy your real estate appraisal has gone up. Apparently you do not have trouble meeting the bills you have to pay. Some of us do. Some are in danger of losing their homes. Are you glad for them too?

Jackson County may be one of the most corrupt counties in Missouri. If they squander their money, no problem. They will just make up some ridiculously high property values to bale them out of the whole they have dug.

It is a sad state of affairs when governments begin to prey on their people instead of serving them.

It has been said the first thing people do when they consider moving to a community is to check out the park system a city has. If that is true then we are in trouble. I hope the City council and park board has the sense to fix this problem. The time for denial of he problems at Coleman Park is over. It is time for solutions. Following the same path we have been on is not acceptable. It is most definitely not a solution.

You can bet your last dollar if the mayors of the x chiefs house was shot up there would be an investigation and it wouldn't stop until the shooters were caught . I don't know why the mayor keeps putting these same uneducated people to serve on the park board. They want to put in Wi Fi in the parks really, we need to have these parks gated and closed at 11:00 P.M. every night. A life was lost last night, houses shot up and you want Wi Fi!!! It's time to replace these buffoons, with people who really want to protect Raytown and want people to enjoy the parks and feel safe. Mr. Mayor people should not serve on boards who do not pay their taxes and you know who I'm talking about. Mr. Mayor do your job and quit appointing your friends.

Then move! We don't need more poor people here. I agree with Mayor Mike, we must pay taxes to fix the roads and sewers. If you can't afford it you don't belong here. We've worked hard to pay for our house here and the declining values because "I can't afford it" is making this great community worse. The mayor's trying to raise the money after you all refused to increase taxes yourself he had to do something.

Silly, the parks has cameras. Cheif Lynch refused to have the police watch them. He refused to have the police do drive thrus of the parks at night, and refused to provide an overtime officer on fourth of July paid for by the parks dept.
This new guy is no different. They could've prevented it but just like when the guy told cops he was going to kill his wife they did nothing and he went back and did it, Raytown still couldn't be bothered to do anything. They don't care.

I agree. Certain parks board members need to stop amateurishly sparring online and focusing freestyle on lavishing money on the all bells and whistles. Time to move security at Coleman Livengood to the very top of the list.

My sympathies to the family of the deceased...and to the homeowners whose homes were shot up. Let's take back our city from these criminals.

The same park where I hunted for easter eggs as a child. How incredibly sad. Remember that sloped field before the "hunt", densely dotted with 100's of colored eggs?

Anyone else surprised that property values were low? I know the county is trying to help raise taxes, I bet everyone that voted for more taxes 2 months ago regrets it now! Ive got a bill 600 dollars higher than last year. Luckily I have enough money to afford it, many of my neighbors aren't so lucky. I'm voting no to the parks tax, and any bond that's going to raise taxes even higher! I hope the Hancock amendment can do something.

The problems with this voter base run deep. Complain complain complain..but pump more money into the school district and parks, while not funding the public safety and street needs. Cut the police department then complain about rising crime. Don’t fund the streets then complain about there condition. Just face it..there’s not enough money for a safe and good looking city. Blame who you will. It won’t change anything. You’re expecting a street department to fix streets without any funding and what few police are left to stop crime without any resources.

When it comes to law enforcement, such a blanket statement is being too simplistic.

An officer on every corner isn't going to "fix" demographics. Although the leadership issue has been abated, a fully-staffed department could have done little to ameliorate what happened in that park a few days back.

{Sunday. morning} at about 4 in the morning) we heard a very loud noise.It was louder than fireworks.

Several neighbors heard it but it did not make any sense.

It looks like the Mayors partisans are picking up the see no evil script as an answer to problems in our parks. There are many ways to enforce curfews at Raytown Parks. It was not done last Satuday monring with tragic results. Trying to paint this murder as a taxation issue is like an ostrich sticking its head in the sand. Pretending there is not a problem will not make it go away. How many of our young are to be sacrificed before the problem of violence in our parks is addressed?

On top of that we had no more officers on the street at that time as we do now.

Maybe if the city and individuals like you would be honest the taxpayers would approve more funding.

Is the shooting at Coleman Park the fault of the police?

It is time the Board of Alderman exam the facts.

1.) Are the GPS active in the police vehicles

If no, the current police chief needs to go as this has been a requested item for to long.

If yes, a 30 day report needs to be pulled to see track every time the police patrol any of the parks.

2) How soon after the parks are closed has the police checked each to have them exit the park as they are posted closed at 11PM?

If not within the 1st hour and without corresponding calls for service from dispatch logs and call checks, the current police chief needs to go as there is no excuse that this is not being done.

If within the 1st hour, what additional checks or steps are being taken to officially close the parks and keep others out until opening at 6AM.

Rational people will know that you cannot stop every shooting and no city can afford a police officer 24/7 on every corner. However, there are steps that can be taken and is the leadership within the police department doing what they should is what we all need to ask.

The mayor's never lied to me and every meeting he reminds us there's nothing bad in Raytown, you have to make stuff up to try and attack him. People get shot everywhere it's not his fault. Approve the taxes needed. I don't care that it'll cost my yearly taxes to go up 800 dollars a year again, I'll do it because he's a nice guy and a cop.

I'm probably off on my numbers, but 5 murders and too many numerous shootings to count is unacceptable. So is streets crumbling apart, an under staffed Police Department and property not kept up. Wake Up Citizens, Alderman, Police and School District. This is not the attention or publicity Raytown needs. I see a lot of talk about no new taxes and the Police should do this or the City should do that, but I see NO realistic solutions from the leadership in this town.

And the mayor bullying parks members about their short stature is exactly what Steve Meyers was referring to when he commented on the war between the city and parks. He knows the more money parks gets the less his police do.

I heard someone suggest getting rid of the police dept. No disrespect, but it doesn't seem like they do anything anyway, maybe a whole clean out and completely new crew would help. My alderman said we only have 2 or 3 on at any time anyway. That's not enough and means we have more captains than patrol.

When alderman Ryan Myers and Frank hunt were running for office their main concern was police overtime and a top heavy department. This came up during the budget hearings as well. Why in 3 years as aldermen have they done nothing to fix it? Politics as normal. All promises and no delivery. Now he is asking for 50 million dollars as our taxes have already skyrocketed. My alderman says we are getting dog parks and splash pads, but we don't have enough for roads or police? Where are the priorities? Why don't we spend the millions we have in reserves? Didn't we have over 800,000 dollars extra unspent last year? Why isn't the TIF refinance giving us the savings we were promised during the last election? No wonder my neighbors are leaving and losing money on waking their house just to get away.

Yes, if they live in Raytown, it should be encouraged as a perk for those willing to live in Raytown. But if they must leave the city limits, it should not be allowed.

A blogger wrote asking why the Board of Aldermen meeting was not live streamed last night. City Administrator Damon Hodges told members of the Board and the audience early in the meeting that the video equipment was malfunctioning and that they were working on the problem. He also said even though the live streaming was not working properly they were still able to record the meeting. According to Mr. Hodges the recordings can be viewed by going to www.cityofratown.org

At the end of the Board meeting I was with Mr. Hodges when a city employee, who had been working on the problem, came up and told Hodges the problem had been resolved.

Dear Alderman,

Have any of you requested that the police provide a report showing the number of outstanding warrants from our police department.

Now along with that to request a corresponding check on addresses/people associated with all the shootings over the past 2 years.

The concern is if the police would get out of the basement of city hall and serve warrants the message would get out we don't need trouble makers in Raytown.

However, don't get the idea the issues with increase criminal activity are just the responsibility of the police to deteir criminals.

It is also the responsibility of the codes enforcement department as study after study has proven facts that when codes are enforce and sends a message that communities don't want any activity that brings blight and the corresponding criminal activity.

You must request a report of violations in your area and you must actively drive your own ward looking for violations to validate that those who are paid to identify and address are doing there job and if not to have them find employment some other place.

The effort to improve the safety of the citizens doesn't end with the police and codes, but also the courts. You need to make sure the judge is doing all she can within her authority to include holding the police in contempt for not serving warrants. if she cannot do the job she was elected you need as a whole to report her to the state bar for disciplinary actions. You also could reduce the salary before the next election. Let us be honest why pay someone that will not do their job.

In the end the issue is not just one department it is the departments under the leadership of you, our elected officials, working towards the common goal of a safe and clean Raytown for our citizens, visitors and shoppers.

No conspiracies with the video of the BOA meeting, just technical difficulties.

I noticed the meeting was not on ch 7 or being streamed on the city's website. I messaged the mayor and also the city about it. The mayor responded that he had read my message. The video came up around 8 pm so I watched the rest of it on ch 7.

This is the message I got from the city on Wednesday: "Thank you for the message. There was an error with one of the electronic components at the start of the meeting. The minutes document will be posted online as soon as it is finalized."

I want to know why with all the witnesses and cameras the police still don't have any leads! I know they aren't investigating most crimes but the murder of a minor?! That's serious enough that they should so something, that's why my family doesn't feel safe. And if we can't use the parks them maybe it's better to just close them and not have the extra taxes they're asking for. My bill is high enough anyway.

Parks wants a 1/4 tax, make an ad hoc, parks didn't get their tax.
Want crime reduced, make an ad hoc, will crime reduce? Not if the past teaches us anything. Instead roads are worse, parks got only half, so crime will be worse than when we started.

@June 21, 2019 at 1:54 PM - American Shaman sells very low THC CBD oil products that are legal in all 50 states under federal law. I don't have any knowledge that they have applied for medical marijuana. I don't know that they haven't either. But hemp derived CBD does NOT EQUAL marijuana or THC.
