Raytown Audit Begins

At last night's meeting the, Todd M. Schuler, CPA of the State Auditor's Office, officially announced the beginning of the State Audit of Raytown, Missouri. The audit covers all Departments within the City for the last completed fiscal year until present. That places the starting point of the time period of up to two years. Raytown's 2018 Fiscal Year began November 1, 2017.

Mr. Schuler said the State Audit can also follow audit trails into the 2018/2019 Fiscal Year as well as going before the 2017/2018 if continuing practices at City Hall lead in that direction.

The Mayor and Board also learned the State Auditor will be conducting an Audit of the Raytown Municipal Court as well as the City of Raytown. The Municipal Court audit is required by law on a regular basis. There is no cost to the City for the Municipal Court audit.

Raytown City Administrator Damon Hodges has issued a press release regarding the first Public Meeting between the City of Raytown and Missouri State Auditor's Department. 

The purpose of the meeting is for a presentation to the public to explain the audit process and answer questions the public may have. 

State Auditor to Address Board of Aldermen Meeting on June 4th
Representatives from the Missouri State Auditor Nicole Galloway's Office will be on hand to address the Raytown Board of Aldermen at the regular Board of Aldermen meeting on Tuesday, June 4, 2019.

A State Audit of the City of Raytown as requested by Raytown citizens in petition drive last November.

The meeting is open to the public. Questions and dialogue from the audience will be permitted at this public hearing.


The Raytown Board of Aldermen meeting is held at Raytown City Hall, located at 10,000 East 59thStreet. The meeting begins at 7:00 p.m.

I thought the Mayor said there was no reason for them to be here. I guess that changed too. Hope they look into those sexual assault charges the Mayor blocked and protected the PD from .

Larger issues than that here, the dates they are looking at is the time when the Fire District brought to light the issues with the TIF and all of City Hall resigned. You will know is going to be bad if Department Heads start resigning again.

Somebody..TJ..Has their panties in a wad from what I hear. How many that signed the petion including sitting Alderman were promised a "look back" much longer then the one year that the State Auditor has established? Mark my words. While an Auditor will ALWAYS find something, this will be nothing more than a 100k cash grab by the state and boy do they do that well.
We have been HOODWINKED.

I was under the assumption that the audit would go back more than a year. If that is true, only one year we indeed have been hoodwinked.

FACT CHECK: Former Alderman Steve Meyers is misleading in his explanation of the scope of the State Audit. Go to AUDITOR.MO.GOV/AUDIT/INFO/PETITION to learn more. Question Number 14 clearly shows the audit will review Fiscal Year 2017 - 2018 and continue forward into Fiscal Year 2018 - 2019. The State Audit also may go back to cover ongoing issues, such as the 350 Live TIF because it is still active during the time period of the Audit.

Former Alderman Steve Meyers,

As we look at the city audit, we have to ask why was the AG's office already running around asking questions?

In normal audits very few does the AG's office getting involved and that is at the end of the audit.

Makes those clean and sober ask what mess is are city really in.

Well it should be fun, the City wasted almost that much on the failed attempt to pass three taxes at once last August. At the very least maybe we can find out how many officers were actually laid off once and for all.

So the Auditor office is reviewing timeline from what Nov 2017 to present. Roughly 18 months. Not what was presented to me by Jacobs at Church on election day. No Sale that day.

Mayor is sure we will be clean on the audit. So who is he trying to convince we the people or himself? All I can say is auditors dig deep real deep.

According to the auditor at the meeting last night they will focus on the most recently completed year and the current year. They also have liberty to go to any year and will follow issues backwards and forwards in time.

So we get the court audited for free? That's great news. I wonder if they'll figure out why we are only getting half the revenue we were 2 years ago and why the almost 10,000 warrants increase every month.

Miller city looks like the Cheif and buddy are going to be arrested for time clock fraud, wasn't that one of the reasons listed in the star article?

Not nearly as many tickets are being written due to all the officers leaving. The traffic unit was eliminated, causing tickets to go way down. The warrants are due to senate bill 5 after the Ferguson, Mo lies. The rules changed plus they don’t really have the ability to hold city warrants.

Law enforcement is not done to increase revenue. Ask those “speed trap” city’s like Randolph. The few cops left in Raytown are doing well to try to keep up with all the violent crime. Just follow their Facebook page or turn on the news if you don’t know

Looking forward to the results of the audit.

Do they have the ability to interview "retired" officials? Just curious.

If nothing substantive is discerned, it will be encouraging and it's clean slate time, towards and upwards. Otherwise, we expect referrals for prosecution.

In his report the Audit Manager said the Raytown Audit was a large audit. The Auditor would make recommendations for the City to follow. He also said if there are any evidence of malfeasance they would contact the proper authority which probably means the Attorney General or possibly the County Prosecutor.

So, if the audit doesn't show anything of importance, then the audit will be a complete waste of time and money. Does that mean the people who were hoodwinked into signing the petition get to pay the bill?

BIG Thank You to Alderman Greene for his continual and diligent effort to jump start and see the volunteer clean up project slated for next Saturday June 15 come to fruition. Also shout out to Jennifer Perkins and her committee for their tireless organization of this effort as well.

I tried to join and got a message from the mayor's independence friend that I would not be allowed to join the fb group. I knew she was in charge of the rock group and 8 others, but didn't know she puppeted them too.
When I said I'd just show up at city hall she told me I should just start my own group because they wouldn't even give me bags.
Real community builders they are.
