Funding for Traffic Calming
Radar Signs cut from budget
by Governor . . . or was it?

As most of our readers are aware, last September State Representative Jerome Barnes and I began a campaign to obtain funding for Traffic Calming Devices for use in Raytown. Our request was for $50,000 to purchase and place Speed Limit Signs that also display the actual speed of an approaching vehicle.

Unfortunately, at the 11th hour Missouri Governor Mike Parsons, withheld his signature on the bill.

However, Governor Parsons also released a statement to the proponents of the bill to share with the City of Raytown. Governor Parson wrote he withheld his signature because there is another path to obtain the funds through the State of Missouri.

Governor Parsons wrote:

“Further Funding is already available for this purpose through existing State Programs aimed at addressing highway safety, such as the Missouri Department of Transportation’s Highway Safety Grant Program for a speed limit enforcement device from $50,000 to $0 from the Missouri General Revenue Fund.”

Ward 1 Alderman Greg Walters also released a statement recognizing State Representative Jerome Barnes successful handling of the request for funding through the Missouri House of Representatives and Missouri Senate.

Walters said:

“Representative Barnes work in convincing members of the House and Senate to approve sending the legislation forward to the Governor’s office was amazing. As shown by Governor Parson’s message to us, there is reason to believe our next request will meet with success.”

Greg,
I was not able to make it to the meeting at City Hall Thursday about Raytown Road from 350 Hwy, north to 63rd street. Is this section going to be paved and when? What other streets are going to be paved?

The tiny map that the city presents is too small to read. Can you give us a list?

In answer to your request, I have asked City Administrator Hodges to forward the information you have requested. If we receive in a timely manner I will publish it on the Raytown Report.
As of this writing, Mr. Hodges has not responded to the request.

RE: The meeting last Thursday night about street improvements on Raytown Road from 350 Highway to 70th Terrace.

I inquired with our City Administrator's office as to the scope of the project. His reply follows.

It was an update on the next steps for the Raytown Road project, there was no presentation on any other project or a list of projects. The project bids are due back July 3rd. The project limits are Raytown Road from Hwy 350 limits to 70th Terrace.

This work consists of mill and overlay work, installation of curb inlets, curb repair, and commercial pavement replacement.

Someone needs to read ALL the copy on the page! Those funny looking marks on in the white area of the story about the Fireworks Display are what we call letters. You put them together and they form words! The picture is of the World War 1 Memorial in Kansas City from last year's Fourth of July Celebration.

It is the premier fireworks display in the metropolitan area. You may want to check it out. Time and address are on the display . . . Enjoy!

It would be interesting to learn how much sales tax the city has collected off fireworks. It would be more interesting to know if our assistance city administrator is aware of what needs to be done. The city told us saling fireworks was good for the city. It seems fitting the city should step up and prove what they claim.

I wonder if the people that buy ugly homes would buy ugly cities. I would believe Raytown would be at the top of their list. We have a great group of citizens. The problem is we don't have the right group of people at city hall keeping our city one of the greatest places. Does the fine leaders not realize both businesses and individuals want to invest in things that should make money. When codes and criminal activities go unchecked people spend their money elsewhere. I am sure this is why at one point the city administrator was required to live in Raytown. Ever since this requirement was removed the condition of our beloved city has been on a steady and ever increasing decline. I understand that the current board decided to praise this failure with a pay increase not only for themselves but the non-residents at city hall.

We should also learn how many children and adutls were injured and to what extent. I for one have a very upset dog.

In my humble opinion...Fireworks are just another example of how people can take a harmless and fun, once a year celebration of America, and turn it into another demonstration of their lack of understanding. The concept of consideration of others might just as well be the human genome project. For the record, patriotism has no connection to fireworks. Maybe once upon a time it did, but not now. I don't really want to continue here, as there is just too much to say. But for those of you who shoot fireworks until 3 AM, wouldn't it be easier to just put some money in an envelope and send it to China? How patriotic is that?
I do understand that various groups operate fireworks stands as a way of generating income. Is it worth it? Is there no other activity that you could promote? Maybe a drinking contest?
Back to the late night attention seekers...congratulations! I'm sure your neighbors will show you the same consideration.

9:39 - You say we we don't have the right group of people at city hall. Where were you last April? The mayor and the alderman for Ward 5 both ran unopposed. Why didn't you run for one of those positions? If you had run, you might be making a difference right now. I guess it's easier to sit at a computer and complain that actually get up and do something!

I sure wish the city would pave our streets. It's worst here than anywhere else that I drive. There is zero accountability at city hall

John you have to live in WARD 5 to run in the ward. Funny how it works. As for the Mayor, didn't want to deal withe harassment from him and his click. I believe someone would have gone to jail and it wouldn't have been me. Also not good for Raytown making the National news.

The city announced at the last BOA meeting that they will apply for two grants totalling $35 million to repair streets and sidewalks. Let's hope the city wins grant money.

I hope they get the grant too. But you did leave out a big part of the story. The process for the grant begins now. The grant will not be awarded for at least one year. Keep in mind this competition for the grant is not just in the State of Missouri. It is nation-wide. The competition involves all 50 states.

I saw where Greg Walters and Jerome Barnes applied for some money through the state of Missouri. It passed both the Missouri House of Representatives and the State Senate. The Governor did not sign the legislation, so the $50,000 request for traffic calming devices was not denied.

However, the Governor did send a message back with his veto in which he literally laid out how the City of Raytown can apply for the same money through grants offered by Missouri Department of Transportation (MODOT).

Greg took the message to City Administrator Hodges and asked for the City's active participation in the request. He (Greg) tells me he is waiting for Damon's reply.

It takes effort to effect the out come of anything including grants. With that said Raytown will not be getting one soon. Need I or anyone say more.
