The Raytown Park Board held a rare Public meeting for
homeowners living near Colman Park to hear concerns on recent gun violence at
Colman Park.at 2 a.m. on June 9 a large crowd of gun wielding individuals
in cars fired an estimated 200 rounds of gunshot into the air from over 60
vehicles driving in a long procession through Colman Park 2:00 a.m. in the
morning.Raytown Parks and Recreation Parks Director, Dave Turner,
told attendees at the meeting the Park Board has decided to make security
changes at Colman to tackle the uptick of trouble at one of Raytown’s most
popular parks.

Raytown Parks and Recreation Parks Director, Dave Turner, told attendees at the meeting the Park Board has decided to make security changes at Colman to tackle the uptick of trouble at one of Raytown’s most popular parks.
Lane Street is a two lane street with a north/south trajectory in Colman Park. It is the only park in Raytown that has two entrances. The hilly straight away attracts individuals who have used the public street at Colman Park as a race track and a place for side showsTurner told those in attendance that they have installed speed bumps on the north end of Lane Street and intend to install on the south end as well. Homeowners living near the park agree the installation of speed bumps has effectively stopped the reckless driving.
Turner also spoke of plans to install monitors in shelter houses that would turn electricity to shelter house off when sound levels reach an unacceptable decibel level. A date for installation has yet to be set. Neighbors within two city blocks of the park say they are unable to enjoy their own back yards because of the excessive noise from disc jockeys and loud music coming from the park.
Turner said plans were in place to use private security patrols at Colman Park on weekends during summer months. Those in attendance at the meeting were pleased with the planned changes in security at the park. Though many of them repeatedly told the Park Board the real solution would be to gate the park and close it down during curfew hours on a year round basis.

Recognition is due Park Board Director Dave Turner, who did an excellent job of laying the improvements the Park Department has already begun putting into action.
Ward 1 Alderman Greg Walters and a neighbor of the park,
Jim DeLong, also deserve to be recognized for very effectively bringing the
meeting to the Public’s attention. The fact that a good sized crowd of people
came and expressed their thoughts publicly clearly shows the meeting was a
success.
Also in attendance at the meeting were Ward 2 Alderman
Loretha Hayden, Police Chief Bob Kuehl and City Administrator and City
Administrator Diane Egger. Jim DeLong, whose property abuts the park, was key
in distributing literature to neighborhoods with news of the Park Board Public
Meeting.
Approximately two dozen speakers addressed the Park
Board. Alderman Walters and Park Board Director Dave Turner were the only city
officials who spoke at the meeting.
Walters told the Park Board, “Had locked gates been in place at Colman Park on June 9th, there would not have been any gunfire that morning.

Multiple gun shots fired at Colman Park
At approximately 2:00 a.m. on Monday morning neighborhoods surrounding Colman Park were awakened by multiple gun shots.
After meeting with the Park Board Director and numerous Raytown homeowners surrounding the park we have decided to release the information we have gathered.
Neighbors surrounding Colman Park lit up the Police
Dispatcher screens early Monday morning with reports of heavy gunfire of multiple
calibers strength fired at the Park.
Neighbors of the Park told the Raytown Report they were awakened by the gunfire. Many feared the worst. In the last six years there have been two murders at Colman Park.
Video recorded by surveillance cameras at Colman Park showed approximately 60 vehicles entered the park between 1:30 and 2:00 o’clock after midnight.
At approximately 2:00 a.m. hundreds of gunshots were fired into the air on west side of the park. Shortly afterward, most of those firing the shots left the scene.
The Raytown Police arrived to investigate. To our knowledge there have not been any arrests for firing, or, firing shots in the air. Both activities which are against City Ordinances and State Law in Missouri, commonly known as Blair's Law, named after the tragic killing of a girl due to celebraitly gunfire a Fourth of July Holiday..
The next morning, Park employees, on their routine of cleaning the park found numerous spent cartridge shells in the park.
Jim DeLong, a neighbor of Colman Park since 1983, summed up his thoughts on the situation.
“Those people brought weapons of mass destruction into our back yards. This is a direct threat to everyone’s public safety and property. The City has a responsibility to maintain safety in our neighborhoods.
City Hall and especially the Police, need to step up and enforce the laws already on the books.
One simple solution is to lock the park down, and, if needed, man it with security or police to guarantee this nightmare does not happen again.
Anything less is not acceptable and puts Raytown citizens at risk. It is clear that ignoring working towards a solution is not option.”

Memorial Day's origins can be traced back to the Civil War which resulted in the deaths of over 600,000 soldiers. To honor the fallen, communities began decorating their graves with flowers, and the practice became increasingly common. The first Memorial Day was observed on May 30, 1868. At that time it was called "Decoration Day". As time went on Memorial Day became a Holiday for all those who served our country in the armed services.America is not the only country to honor their dead. "Shoes on the Danube Bank" gives remembrance to 3,500 people who were shot on the bank of the Danube River in Budapest, Hungary during World War II. The victims were told to remove their shoes. They were then shot. Their bodies thrown into the Danube so the tide would carry them away. The shoes, which were valuable items in World War II, were gathered up and sold.
The sculptor created sixty pairs of period-appropriate shoes out of iron. The shoes are attached to the stone embankment. Behind them lies a 40-meter-long, 70 cm high stone bench. At three points are cast iron signs, with the following text in Hungarian, English, and Hebrew: "To the memory of the victims shot into the Danube by Arrow Cross militiamen in 1944–1945. Erected 16 April 2005."

If you like the higher taxes your are paying on you homes thanks to Frank White you have to love the hard and creative work Mayor Mike has done at raising taxes and fees.
This August you have an opportunity to express your pleasure with higher taxes by voting for the city's new and higher parks tax.
Keep in mind a NO vote is more than a NO on this tax it is a message to Frank White and Mayor Mike that we have had enough with the taxes.
I know I'm NO on any new, renewal or any other name you have when it comes to taxes.
Prices at stores keep going up, and it has been all over the news they will be going up again because of the tariffs. I know I only have limited income and I cannot be alone. It must be nice that some have unlimited income, so let them make donations. Let me keep my money after all I earned it.

Raytown businesses are not going to see increasing business but police and first responders will see increase with demand for service.

One and only one question how much more tax money did Mayor Mike get thanks to his friend Frank White over appraisals in Raytown?
Mayor Mike pushed and pushed tax increases, but when those failed Frank White came through with those higher appraisals.

Many people are tired of taxes, and I get it. But most of your taxes as a Raytown resident go to the school district, not the city. I'll vote "no" on the 1/4 cent sales tax not because our parks can't use it, but because our roads are a larger priority. I just can't see approving any new tax until we figure out how to pay for $70 million in needed road work.

You are correct the city needs to get their act together and set priorities. The talks about our streets needing to end and actions put in place. The problem in the past was push so many ballot questions at one time and lying Ryan Myers refuses to have open dialog with us taxpayers. I think the streets getting funded will not happen until Mayor Mike floats his party barge of hate and no transparency down the road. There is also a lack of trust under Mayor Mike's leadership because departments are not doing anything, but he will tell and argue with you otherwise. However, we can all see how too many properties have maintenance issues. Citizens are ready to take up arms in Gregory Heights to protect their families as the police have taken a blind eye on shots fired within their neighborhood. We will never forget the shoving of a business near 51st and Blue Ridge Blvd that no citizens wanted. The best is if a tax Mayor Mike wants does not pass he wants to continue to hold the citizens hostage on the previous mentioned services. Mayor Mike has not learned that doesn't make friends and get need infrastructure repairs funded.
Just this old farts take on what it will take to move Raytown forward and address our aging infrastructure.
Why have I seen two events in the last couple of weeks with 3 police cars and an ambulance. Each time it was the same story one person being looked at by the ambulance staff and 3 to 4 police officers hovering like vultures. I s this why dispatch says officers are tied up because they are wanting to run medical calls. If so why not get that degree and step down as police officers so we can fire individuals who actually want to work in law enforcement and not on a ambulance. Why does Raytown not have a new police chief if this is the behavior pattern our current chief is allowing. Are these questions I should have channel 9 news maybe than and only than we will have chief of police that put the safety of the citizens first.
Without knowing the exact nature of the call, I can’t give you a good answer. Because it may be one of the officers is training another officer. Maybe the person threatened suicide and has to go with the the person to the hospital to be put on a suicide watch. And therefore if one of the officers who might be in training needs to experience that situation. So unless you truly know the nature of the call, keep your opinions to yourself.
I was awakened by the gunshots at 2 am Monday, June 9th. Sounded like a rolling gun battle and a war zone. The city should put gates on All entrances of all parks and concrete Ballard's up on open areas accessible to the streets so the thugs can't drive up and over the curbs to access the parks. If you make it too difficult for the perpetrators, they will go somewhere else.
There was more than one officer. Less than 5 minutes after it was called in, two police cars showed up, with several additional police cars following close behind.
It seems that this park has become a gathering place for people after 11pm. I’m concerned that there could be another murder there if there’s nothing done.

The only way to clean up our park system is to close them earlier at night - 11 o'clock is way to late to have them open. They should also lock the parks down at night so vehicular traffic is not allowed in. This would solve the problem of 60 cars showing up at one time, with the occupants grabbing their weapons and firing them off into the night sky.
This would free up our police to spend more time watching ALL of our neighborhoods. I have yet to read one post ANYWHERE which praises what a find job the city is doing in keeping our parks safe.
I'm a long time resident and homeowner. People I speak with are more than a little PO'd. I don't have a solution to every problem but it looks like there's a little more lawlessness every day. I'm not talking about life threatening stuff. There are enough little things to make me wonder about how much of what I see is done deliberately. Graffiti, litter, shoes thrown over the power lines, unlicensed vehicles, missing street signs, traffic signs that get run over and not fixed or replaced. Motorized gangs in and on anything that makes noise. Along with that we have people who keep a pontoon boat or a 20 foot smoker on a trailer in their driveway and seven cars on the street. Or an empty driveway with cars on the street and in the yard. My opinion is that everyone could take a minute to think about how their actions affect others, and make an effort to be considerate. I know, not likely. Back in the real world, if the city wants any more of my money in the form of taxes, they should START with getting the unlicensed vehicles off the streets. We should ban fireworks too, but I know that's a bridge too far for a lot of 10 year old children, and gun shooters.
I think you don't understand I live here and have since 1961. Me and my neighbors see that many officers at one call and know why we cannot get one when we call. It also helps explain why those living around Coleman Park cannot get the service from the police department. It is why, I tell others never support any tax questions from our city as you never get anything from the city, but demanding more money.
Someone needs to Sunshine the city and get the city's insurance company's name and agent's name so we can all contact the company and let them know we don't know when but we know it is coming and it will be a large pay out because of incompetence and failure to enforce the city's own ordnance. If we all join in on this the insurance company will end the city's excuses and might even see leadership charges at city hall.
I don't give a damn about the school district anymore. They waste the money they are given. Was there really a need for a new addition for theater and arts? How about the hideous new design of the entrances of Raytown South HS. How many administrators do they need? Is there ever any money left over for actually educating the kids? Doesn't seem like it.
FYI Police are called by EMS to assist on calls for various reasons, combative patients, suicidal patients, overdoses, intoxication just to name a few. We don't want another Graham Hoffman situation now do we?

I would like to join in with them.
I would like to also know if they will change if we get a new park director and police chief. Both these men are out of touch with reality. We are not looking at if, but when several people are injured because they are unable to manage the problems in the parks. I hope they both understand their mismanagement can find them personally liable for negligence. It will be interesting to hear the court case when this plays out.
Let me get right to the point Mayor Mike as he likes to be called needs to step down. This is the 2nd meeting in a row that he has failed to start on time. This is disrespectful to those attending the meetings. It shows he lacks the ability to manage time. This brings into question what else can he not manage. His good old boys need to remind him there is no shame in stepping down and allowing someone who has the skills and personality to be Mayor. Wait Raytown has a person who is Mayor pro-tem and she is everything that we need. It is truly a good time to retire allow a great person to lead Raytown.
What I heard tonight was clear they city wants the citizens to oppose and end the special park tax.
For the Mayor to shut down an elected official (Alderman Walters) because of a disagreement or dislike is nothing short of tyrannical.
Also, Alderman Hayden to call out a citizen who is obviously upset with nothing being done by whoever responsibility it is to maintain the Raytown Parks public control, was also uncalled for and unethical.
Honest, hardworking Raytown citizens, of all color, are tired of the illegal activities going on in the city parks and within our city boundaries. It is called “ghetto fatigue”
Sadly, Raytown is becoming more ghetto every day.
Close the parks at dusk. There is no need for parks to remain open after 8 o'clock or so. PD and Parks need to collaborate on a solution instead of pointing fingers at one another.
I cannot believe the unprofessional behavior of some Alderman Tuesday night. I too find the lyrics offensive, which I will not post. I do recommend everyone watch the 1st part of the meeting. The problem is NEVER was it said the lyrics were offensive at any time or place, which means those of us living around the park and those at the park are subject to the lyrics and the elected official doesn't care. This Alderwoman loose her mind and is offended because in the Monday evening park board meeting the lyrics were shared by someone who made public comments. The elected official went on to say the citizen should have been removed from that meeting. I wonder if the Alderwoman has heard of the 1st Amendment and free speech. I am sure the American Civil Liberties Union would be more than happy to to a seminar for the both boards and city staff. It gets better folks our Mayor agreed with the Alderwoman.
The recap is those living around the park are forced to listen to lyrics that even the Board of Aldermen find offensive, but we the citizens are not to mention the lyrics that we agree are offensive being blasted in our neighborhoods.
The Alderwoman and Mayor owe us all an apology and the Alderwoman needs to consider resigning for starting the conversation in a public meeting and verbal attacking a citizen who is just trying to correct the lyrics in our neighborhoods.
Folks we are at a cross road in this Nation where you find elected leaders at all levels of government who believe they are to represent their best interest and not those who elected them. Since 2016 the behavior has gone from bad to worst. Public attacks on the citizens has become the new norm. This is not the American dream I learned about in school. It is time we all speak up.
