COVID19 CORONAVIRUS PROMPTS DECISION

Aldermen to Meet via
Video Conference
FOR APRIL 14th MEETING
In response to the Covid19 pandemic City Hall has announced the April 14th meeting of the Board of Aldermen will be held via a ZOOM Video Conference. The following press release has more detail:

FOR IMMEDIATE RELEASE:        
On-line Board of Aldermen Meeting April 14, 2020 at 7:00 p.m.

There will be a Board of Aldermen meeting on Tuesday, April 14, 2020 at 7PM.

In response to the Coronavirus pandemic and pursuant to the Jackson County and State of Missouri Stay-at-Home Orders, this meeting will be held by on-line video conference. The meeting will be streamed live and can be accessed on the City’s website at raytown.mo.us. In addition, a video recording of the meeting will be available within 48 hours on the City’s website.

ANYONE WISHING TO PARTICIPATE IN THE PUBLIC COMMENTS PORTION OF THE MEETING may do so by sending their comments to the City Clerk's office by
 (noon) on Monday, April 13. Comments will be read into the public record at the meeting.

Board members will attend the meetings from their homes through the use of a ZOOM Video Conferencing. The meeting will be streamed in real time on the city’s website. The following link will give readers access to live streaming of the meeting and recorded versions via the city’s website.

Alderman Walters Proposes
Waiving Late Fees on Sewer Billings
Ward 1 Alderman Greg Walters has proposed waiving the late fee on Sanitary Sewer Billings for the duration of the Covid19 coronavirus pandemic.

“There is no doubt our local economy is taking a beating,” said Walters. “This will give some relief to those who may have chosen buying groceries over paying their sewer bill in these hard times.”

The proposal would not forgive the sewer bill. It would, however, waive any late fees the city currently charges. The city currently charges a 10% penalty if the bill is not paid timely.

Late fees are not a budgeted item. This act of kindness will not affect the city’s bottom line.

If the 10% late fee is waived for those who don't pay their bills on time, do those of us who do pay our bills on time get a 10% discount? After all, fair is fair!

No. At the end of the day each of you would pay exactly what you owed for sanitary sewer service. If your goal is to punish someone for being late with their payment because of circumstances beyond anyone's control -- then we will have to agree to disagree. Some are more blessed and able to handle a crisis when money runs out because of a pandemic that has forced the government to order businesses closed.

I remember what I believe is a very true statement in times of crisis beyond our control.

There, but for the Grace of God, go I.

in times of need, we should reach out to help each other if we can. At the same time, there should be no condemnation or judgment for those who do not.

I think it is a good idea to call the police when you see city ordinances broken. Like the unlicensed car in the driveway. It may or may not be the police's job to enforce the law on tthis but at least they can direct you to the right people to take care of the problem. Same thing with stray animals. Call the police. They can direct you to whoever takes care of that problem in the city.

That's a HORRIFIC idea to bog down the police dispatcher with codes issues. The City Website has specific contact information for Neighborhood Services.

Is the meeting still recorded or just streamed? And how are we going to be able to see the eyerolls and less than friendly banter?

Folks---Please DO NOT call the police for any ordinance violation you see.

The same folks who answer 911 calls are the same folks who answer the non-emergency line. Please do not waste the dispatchers'time. This is like the folks who call the police because their order was wrong at a fast food place. Wrong!

Call RAYTOWN CITY HALL if you have an issue. I think the post from April 13, 2020 at 7:53 AM should be removed.

Don't you think the cops have enough to do other than answer nuisance calls from people too lazy to look up the phone number for the correct department? Where can you find those phone numbers, you ask? Right on the city's web page. For those of you who are technically challenged, to go www.raytown.mo.us. Scroll about halfway down the page and you will find (in big, bold, red letters) "Click here for a list of city department phone numbers". It is very specific for you. It lists animal control, code enforcement, parks and rec, as well as other departments.

Call the police for code violations? Please call police for police matters only. The police department is not there to direct you to other city departments. Call city hall.

I took your advice and went to the city's website. I did no find the codes number listed on there. Another interesting thing I did not find was the police non-emergency phone line. So I called the city's regular phone number 737-6000 and found myself in voice mail hell. The first item on a very long calling list of nine options was to call the police if it was an emergency. That makes sense. It would be nice if they added a non-emergency police line for situations when information is needed. Not all calls to the p.d. are emergency. Anymore I feel lucky if a human being answers the phone.

Call 911 if it is a life-threatening emergency, otherwise call the above number for POLICE matters only.

I really don't see why this is so hard to understand. SMH

If you couldn't find the numbers, then you didn't follow the directions! Did you go to the correct website? Did you scroll down halfway? Did you see the big, bold, red letters saying click here for city department numbers? We don't know how you could miss it. Here - try this. Click on this link. So easy a caveman can do it.

The city never answers their phone. The emergency number is just that nonemergancy. They've always handled my calls quickly and efficiently. Other departments could learn from it. I thought the police were responsible for all laws, not just making sure people don't loiter in their chosen parking lot.

I thought someone was going to propose eliminating the late fees for sewer bills. I watched the meeting and nothing was said. What happened?

The Mayor asked that the item be held over until the next meeting (Tuesday, April 21st).

The April 14th meeting was the first meeting held via tele-conference (ZOOM). Many of the Board members were unfamiliar with using ZOOM during a teleconference. We thought it would be wise not to include the item on the agenda until the Board was more familiar with the technology.

I agreed to his decision to hold over the discussion. The Mayor and I spoke yesterday. The discussion item regarding late fees on Sewer Bill payments will be held at the Tuesday, April 21st meeting.

Incidentally, the April 14th meeting did go along without any technical difficulties. The Raytown Board of Aldermen will probably continue meeting using ZOOM until the stay at home order is lifted. The stay at home order has been lengthened to May 15, 2020.

The discussion item is not about "eliminating" the late fee on sewer bills. The purpose is to discuss "waiving" the late fees through the duration of the Shutdown due to the Covid19 Coronavirus pandemic. If it is approved by the Board of Aldermen, it would probably be a one time event.
