THE PAUL LIVIUS REPORT
Barb’s Place
Application Withdrawn
The controversial application would have allowed the opening of an event venue space (Barb’s Place) at 6614A Blue Ridge Boulevard has been withdrawn by the applicant.

The City has not released any specific reason for the withdrawal by the applicant of its application.

The Board of Aldermen spent over three hours of sometimes contentious debate over the application. The last vote taken on the issue was indicative of how split the Board was on the issue.

A motion by Alderman Ryan Myers to carry over the application (seconded by Alderman Mims) to the July 21st Meeting of the Board had created at five to five split of the Board. Mayor Michael McDonough broke the tie by vote to carry over the meeting.

HOW THEY VOTED:
YES:    Ryan Myers, Bonnaye Mims, Jason Greene, Janet Emerson
            Frank Hunt
NO:      Greg Walters, MJ VanBuskirk, Derek Ward, Bill VanBuskirk,
            Jim Aziere

The five/five split on the Board was common during the issue as each side maneuvered to make their points on whether or not to grant a license to the applicants.

A lack of parking space, operating without a city license and the high cost of renovation to meet fire codes were brought up during the lengthy debates over the application.

The location of the proposed event center is located in Ward 1. Greg Walters represents the area. He told the Raytown Report there was strong opposition from local businesses, the operators of the Historic Rice Tremonti Home*, and residential neighborhoods surrounding the site.

Walters said, “Sometimes the system works. This time it did. The interests Raytown businesses and homeowners were heard.”

*The Rice Tremonti Home is part of the Raytown Parks and Recreation system of parks.

Crime and Police
Overview Activity
On July 8 th, at approx. 2:45 pm, officers responded to the intersection of Gregory & Hunter regarding a traffic collision. While investigating the crash, officers determined that one of the drivers was a convicted felon who was armed with a stolen firearm. She also was in possession of drugs and paraphernalia. The driver was arrested at the scene and the case has been transferred to the FBI.

On July 9 th, at approx. 11:40 am, officers were dispatched to an armed robbery at a business in the 9100 block of 350 Hwy. The investigation led officers to an address in Kansas City, where a suspect was arrested and the stolen property recovered. The investigation is ongoing.

We took one sex crime report this week. The victim reported being molested by a family member at a location in Raytown between 2008 and 2013. The investigation is ongoing.

What is happening with revising the ordinance regarding leaving dogs tethered outside at all hours of the day in all weather conditions?

There is a dog at 75th and Woodson that is outside all the time. Apparently AC can't do anything about him because the ordinance as written is unenforceable.

I am disgusted we can let an animal suffer because the BOA can't get it's act together. Please work on this ordinance.

I also feel sorry for the neighbors having to listen to barking if this dog is barking. I assume this is the the same ordinance written at the end of Mayor Frank's term. I stated at that time that "tethered dogs" is unenforceable as written but no one listened. A BOA that listens to and acts on ALL public comments is needed!

"...tethered outside at all hours of the day in all weather conditions?"

That poor baby. Given the weather last week and well, -July-, I hope that he/she has adequate food and water and that they're being regularly checked on. Imperative that this ordinance be revised until it's workable.

That's not the only dog. I live in ward 3 and there a dog always outside all day, no matter how hot. It's a poor puppy and some days it'll even stop whimpering and look like it's dead. It has no shelter. I've tried to talk to the dog's owners and got yelled at for my trouble. I worry about this puppy. How can I let the animal control people at city hall know about it without the dog's owner find out who I am?

8:17AM, Call Animal Control, describe the circumstances, and decline to leave your name.

Thank you for caring for this dog!

I don't think you need to give your name when you report an issue to AC.

Also if the city will not help, you could call Chain of Hope. They are fantastic and rescue dogs from bad situations all the time.

I hope the BOA will do something about these poor dogs. Just having water and shelter is NOT being well taken care of!!!!!!!!!

The BOA had a meeting about this and the guys in charge of codes and animal control both said they would investigate and issue citations when they are notified. People working on this blog are on the BOA. They should be getting the information and demand AC do something.
