On November 18th, at approx. 1:10 pm, officers responded to the 10100 block of 350 Hwy regarding a stolen auto that was being tracked by OnStar. The two suspects fled on foot and were caught after a foot pursuit and arrested. Before being caught, one subject attempted to carjack a bystander but was unsuccessful. Officers also recovered a gun and numerous items of stolen property from the car.
On November 21st, at approx. 8 pm, officers contacted a subject regarding an aggravated assault that took place in the 9200 block of 53rd Ter. The victim reported that her ex-boyfriend blocked her car in and threatened her with a gun. He fled the scene once she called police. The investigation is ongoing.
There was one sex crime report made this week. The incident occurred at a location in Raytown between 2014-2015 and involved subjects who knew each other.
Aldermen Consider Pay Increases for
Municipal Judge, Aldermen and City Collector
The Raytown Board of Aldermen will conduct the first reading of ordinances to increase the pay of the Municipal Judge, City Collector and the Board of Aldermen. Following are the recommended increases for the three different offices. The recommendations were made by the Mayor’s Elected Officials Compensation Review Board. Members of the Review Board are appointed by the Mayor. However, the Board of Aldermen has the final say on whether or not to approve the recommendations.
MUNICIPAL JUDGE: Elected Officials Compensation Review Committee recommended a 20% increase for the position of Municipal Judge with a 2% Annual Increase for the next four years. An interesting footnote to this pay increase . . . the current salary package also has a $480 annual cell phone allowance. The new ordinance does not include this stipend in the package.
Current yearly compensation: $32,908.15
Recommended 2% increase April 2022 $41,085.17
Recommended 2% increase April 2023 $41,906.87
Recommended 2% increase April 2024 $42,745.00
The Municipal Judge is also allowed to participate in the City of Raytown’s Group Health Insurance Program.
CITY COLLECTOR: Raytown is a Fourth Class City. By state law, a Fourth Class City in Missouri is required to have a City Collector. Once elected, the City Collector signs his or her name to a sheet of paper. The signature is made into a stamp. That stamp is applied to every occupational license issued by the City of Raytown. This means the City Collector is paid $1.00 annually for signing her name one time.
Prior to their decision the Committee accepted an email from City Collector Kathie Schutte, asking that the filing fee for office be reduced from $35 per candidate running for City Collector. The Board has since eliminated ALL filing fees for public office in Raytown.
Current yearly compensation: $1.00 annually
BOARD OF ALDERMEN: The Elected Officials Compensation Review Committee has not recommended any changes in compensation to the Board of Aldermen. Despite the recommendation, a bill has been placed on the agenda which would allow for any Alderman to amend an increase to the salary paid members of the Board. A comparison of similar sized cities to Raytown (Gladstone and Grandview) shows Raytown Aldermen are already the highest paid of the three.
Current yearly compensation: $4800.00
TOTAL ANNUAL COMPENSATION $5400.00 annually
Members of the Board of Aldermen are allowed to participate in the City of Raytown’s Group Health Insurance Program.

guidelines from the Center for Disease Control, anyone exposed to the Corona Virus
are supposed to quarantine for 14 days.
It is fair to say that elected officials would prefer to meet in person. ZOOM meetings are okay, but do not come close the productivity of attending a meeting in person.
Future meetings will be held either publicly, ZOOM or the Hybrid Meeting being tested at the December 1st meeting.
The determining
factor for future meetings will be determined based on the the increase or
decrease of hospitalizations (of the public) for the Virus. Hospitals have been
filling to capacity. The fear is that if there is another spike of infections, hospitalization
may become so full that they may have to turn people away.
Either way the meetings will be broadcast on the city's broadcast channel.
The December 1st Meeting is open to the public to attend.

If a member of the BOA has a health issue that keeps them from attending the meetings, then they should be allowed to attend via Zoom. If a member of the BOA or the city staff has been exposed to COVID, they should be required to attend the meetings via ZOOM. Odd times call for odd solutions.
The judge looks like an initial raise far higher than 2%.

just because the committee recommended it doesn't mean you have to give it.
IMHO the municipal judge is overpaid for working less than one day per week. Maybe the compensation should be decreased instead of being increased.
