The Tax Man Cometh!
TAX RATES ARE ON THE RISE IN RAYTOWN
HERE IS WHAT TO EXPECT IN 2022 AND 2023




County Personal Property Tax, INCREASED 24.25%
Jackson County has announced its plans to assess the value of used cars by 24.25%. This increase is payable through your annual Personal Property Tax bill. The tax rate has not been increased, but the value of what is being taxed is increased. In a high property tax community like Raytown the increase will be felt by anyone owning a used car. By definition any car that is not "new" is used. This 24.5% property increase will definitely be felt by Raytown taxpayers. 


The increased tax is expected to generate $1,216,625 (million dollars) for the city's General Fund and approximately $606,973 (thousand dollars) for the Park Fund.

Raytown Sanitary Sewer Bills, INCREASED 7%
City Hall has raised the the Sewer Use Tax by 7%. The new rate will affect the 2022/2023 budget year and is scheduled to be used effective in November, 2022. 

  • The Base Rate will be increased from $17.12 per month to $18.32 (per 1,000 gallons)
  • The Variable Rate will be increased from $10.53 per month to $11.27 (price per gallon in in excess of 1,000 gallons)
Sanitary sewer rates are estimated by using the amount of water purchased during winter months to determine how much each resident household will pay per 1,000 galloons of water.

Raytown Property Tax Levy, INCREASED 7%
This tax increase is based on an estimate of assessed valuation and the proposed mill levy for the Raytown Propoerty Tax. The median price for homes in Raytown, according to Zillow, is $196,852 (thousand dollars).
 
If your property has gone up in value you will pay more in property tax.
If you rent, your rent will go up to cover the increased cost of the new tax rates.

Voters will recall that the city had proposed doubling the mill levy in Raytown. The tax was defeated by a landslide margin of 1805 YES to 3210 NO. Despite that defeat, the tax has increased due to the increased valuation of homes in the metropolitan area. This illustrates that is not so much the levy that matters, but the value of what is being taxed.

COUNTY PROPERTY TAX, INCREASED 30% TO 35%*
Jackson County will soon be reassessing all properties in Raytown that fall within the 64133 and 64138 zip codes. The reassessment process may not be completed until early next year. County officials have estimated houses located in 64133 will see an increase in value of 30%. Homes located in 64138 are estimated to have an average increase of 35%.

*It is important to remember the "reassessment" is for future tax years. Your tax bill in 2022 should remain approximately the same as in 2021. However, the result of the reassessment, going forward from 2023 and beyond is expected to be radically higher than in previous years. 

When the County Assessor has completed estimating your home's value, they will leave a blue tag on your front door notifying homeowners that they have been out to measure your home.

If you wish to "protest" the results of the reassessment, you will be given that opportunity once the reassessment process is completed.    SOURCE: Jackson County Property Tax Assessor 

OUR THOUGHT FOR THE DAY: 
Personal Property Tax Increase is "unfair".
The process being used by Jackson County on Personal Property Taxes is deeply flawed. Arbitrary increasing property values to raise taxes on personal property is the act of writing rules to fit an emergency. A better way needs to be found. The taxpayers in Jackson County did not create a micro-chip shortage. They should not have to pick up the tab for changing economic conditions that will disappear as new sources for micro-chips are replenished.

Governments are able to correct their cash shortage with the stroke of a pen. Homeowners, renters and car owners do not have that luxury. Their options are few. They can protest the decision of the government, which may or may not come out well for them. Or, they can simply pay the bill. Neither is a good option. 

Homeowners and renters are having to adjust how they spend their hard earned money. Our local governments, particularly in Jackson County and Raytown should do the same.

I am thankful for the Raytown Report BECAUSE they spell out how much these taxes are going to cost us. Shortening dollar amounts is a car salesman's trick. It is like the old switch and bate I am certain all of us have experienced. Keep up the good work. No doubt you guys are catching all sorts of hell for it, but trust me, we will remember come election day.

And there’s another set of taxes to vote on again in November?! When will it stop?

The taxes they're talking about are County taxes for personal and real estate taxes. The county sets the rate. No one votes on them. Try and keep up.

The taxes were defeated at the August 2nd election. The Mayor and the majority of the Board of Aldermen (only one member voted no!) voted to put two of the tax questions on the November 8th ballot. It was legal for them to do so. But many have questioned the decision because it ignores the will of the voters in the August election.

The August 2nd election in Raytown led the metropolitan area in turnout at the polls. An average of 31% of the voters showed up to vote in that election. The November election should reach close to a 50% turnout. It is very important that everyone turn out to vote NO on these very high tax proposals.

As this week's stories clearly illustrate, taxes are going up in both the city and county without a vote of the people.

I recall the late nights and early morning meeting before the Walmart TIF got approved. City hall was overflowing with people who did not want to go forward. Barely anyone spoke in favor.
Nevertheless the board voted all but one to let Walmart have the tax loans.
The TIF has been a known problem for years and the board went against the people to do it anyway.
Again the one descenting alderman is the same against these new taxes. The board refuses to listen and will keep using tax money to place new things on the ballot instead of using that money to fix streets or hire cops.
Greg warned against the TIF and was told he was wrong and we are still feeling the damage done by the board not listening. Again Greg and others are warning the damage will last 3 decades at least.
Will we listen this time or ignore and suffer like the TIF?

9:26 am the only people on the BOA now that were on the BOA back then are Greg Walters and Jim Aziere. All the others have either decided 2 terms are enough, or they died off.

Now why on **** green earth would anyone or any "group" endeavor to prevent commercial growth in Raytown?

It would be quite amusing if this individual would step right on back up and qualify this remark.

Over time, how have "they" prevented commercial investment in Raytown?

Could there possibly be other factors that may routinely prevent sustaining businesses from "investing" in Raytown?

The short answer? Absolutely.

We await your answer. *Bring it.*

HINT: Applying some new slap to Raytown roads, especially on the side streets, isn't going to attract any new business.

Instead of attempting to fan the flames of HYSTERIA, let's hear some solutions from you. Something other than raising taxes to an unsustainable level that would negatively, critically impact this community as well as any COMMERCIAL GROWTH (taxes!!!!) for decades on end.

Former Alderman? What about the current one who offered at a council meeting to make pot brownies for everyone after the November election? Guess Brownie Boy has a tried and true recipe. No wonder that the pot sales tax had to be withdrawn from the ballot as unconstitutional, they eat too many brownies. It explains a lot about this current bunch.

Did a little fact checking for you. Not only was the comment about joe creamer on Unleashed, it was also on the Raytown Forward page. Not sure if they apologized for their position. But they should. Hate speech does not belong on facebook pages. Apparently both pages carried his comments.

It gets far richer than that. While others have responsibly maintained blogs for years, weekly, with additional updates as needed, providing fresh stories, editorials, allowing citizens to express their opinions (thank you), this "competing" so-called "blog" apparently pretty much only updates when they can no longer curb their compulsion to openly attack a select individual. They also regularly post their rants on Unglued.

Prior to their recent activity, they hadn't updated their blog since early-mid 2021.

And what (who) was the target of their last entry early/mid 2021? A series of attacks on the same individual.

Obsessed any?

" TRUSTED NEWS, ALL THE TIME" is their tag line, which reeks more of a D-minus j-high journalism assignment, versus that of an experienced, responsible publisher, IMO.

(They really do think quite a bit of themselves, don't they?)

Do the math. There are those who have routinely and responsibly published their contributions and those of others for years on end. Then there are the ones that are apparently merely giddy for attention and approval that only "show up" occasionally to apply a few hacks. They then vaporize into the stratosphere once again.

And the "top dog", predictably, applied their stamp of approval by posting links to this so-called "blog" as recently as yesterday. (On Unglued, naturally, where malevolent group pressure disguised as "discussion" and slanted, polarized opinions are the name of the game.) What does this tell you about a few of our elected leaders?

The canine columnist has apparently been appointed to do the heavy lifting over yon. Their remarks, however, are somewhat difficult to process, as their pieces are poorly-written and overall are somewhat unintelligible, IMO. Their intent comes shining right through, though. (And, with that, I've seen enough. You three readers go ahead and enjoy.)

And no again, lap dog holding a lap dog, the publisher of this blog didn't write this.

I again thank Alderman W profusely for permitting me to express my opinion.

I want to think those at Raytown Report for make things simple to understand and keeping the unhonest in our community in the spotlight.

I hope you will consider a "Truth Watch" story to explain the audit explanation by Raytown's ownormer "Sleepy" Joe Creamer.

From what I recall the city didn't get the clean sweep that "Sleepy" Joe wants others to believe.

It also calls into question the ethics and integrity of the site it was posted on.

3 years ago they wanted to raise new taxes and were defeated.
The next Board meeting the doubled the permit fees, added new fees, raised sewer rates, and raised the tax levy rate.
When the parks needed to double taxes to increase services the BOA turned them down saying the couple hundred thousand dollars a year would be too high. Then the Board tried to raise tens of millions in taxes.
A couple months ago three new taxes again failed at the polls, the city got pissed and is again raising fees across the city in retaliation.
Remember this when you see your new tax bill next month how that’s with the taxes defeated and they are still raising.

Agreed. It also should be mentioned that a certain print/online media news outlet should exercise a bit more caution by lightly backgrounding some of their op-edders. These somewhat Neolithic sources are brutally desperate for both content and readership in this day and age, and they're getting a bit sloppy. We certainly hope that they're keeping their (libel) premiums UTD.

I have long questioned the legalization of majiuna and the impact on communities like ours.

After learning that a former Alderman has bragged about being high on it at meetings, it explains his inability to put the community first.

I recall him being on the news about 5 years ago taking ownership with the Walmat TIF fiasco that we are all still paying for and will be for years.

Was this because of guilt for the way he attended meetings while impaired or does it go even deeper and he was not the only substance abuser on the board?

We should move on, but that poor decision on Walmart is still causing the city to use reserve funds at time to cover the bond obligations.

Too many of us realize that therefore Walmart TIF is taking money from much needed resources like our streets and storm sewers.

The point is simply we have hard proof thanks to a former Alderman that using marijuana leads to poor decision that are extremely costly to communities.

Now why would you think that this would be necessary? Because, according to the top notch guy, this outlet is "... a real accredited news source..."

^^ Yep. Another cause for concern right there. ^^

That "outlet" needs to do better, to be better.

At least in our case, our anonymity has nothing to do with a lack of "bravery", but rather the very real possibility of various minor degrees of retribution from certain Raytown entities....those that already have an established record of doing so. While they're a treatable cancer, we don't have any time to spare to deal with them.

I agree. Nowadays the disgruntled and those with agendas are taking more exaggerated liberties with the truth. Some of those -liberties- are so painful, they need to be answered right away. No one can do that readily enough in print. As a mother, I want you to remember that our children are always observing and learning from the behavior of adults. There are family members of those in office that get caught in the crossfire, which is so sad. One of the more recent examples of this is a former one-term alderman that made allusions about someone's potential criminality simply via their supposed association with someone that faced charges. They claimed that this person's child was put in charge of the family business, due to potential upcoming charges. All of it being pure conjecture by an individual that is out for no other reason than to cause damage to someone else. I've mentioned before his a couple-few of those elected to office in Raytown never take a stand against the cruelty that has been exhibited on a couple Raytown online groups in particular and have in fact willingly participated in it more often than not. They lack the basic common sense to see how transparent that their motives actually are to those of us that are paying attention. Continuing to post anything at all on those boards implicates them every bit as much as the people that are engaging in the reckless online behavior.

Raytown is blessed for leaders like Bob Palmer, Barb Schlapia, and Richard Tush of the Raytown Fire Protection District that have common sense to understand the economic situation we are facing right now.

I wish the majority of the Board of Alderman had been as concerned about the citizens before continuing to waste money to tax us more by putting the bond issue back on the ballot right after we clearly said "NO".

Our community just keeps embarrassing itself because of these same members of the Board of Alderman.

Here we go. Check your mail. Jackson County personal property taxes are out. My car is a year older and my taxes increased by $150.00 and the City wants more tax dollars. Nope. Nope and nope.
