My
door to door campaign has shown me that Raytowners are very concerned with
public safety. Studies have shown cities with community policing programs have
experienced a reduction in crime rates. Can Raytown follow the lead of other
area communities in successfully lowering the rate of crime in neighborhoods?*
The last four years have been hard
on Raytown. It has left the public with a lack of faith in the city’s leadership as concerns the
Raytown Police Department.
It is time to have a public
discussion about the future of the Raytown Police Department.

CAN WE DO BETTER?
Many Raytowners are concerned with crime. As our
police department is rebuilt, it may pay dividends if newly hired police
officers were offered incentives to make Raytown their home. This would
increase the police presence in Raytown where people want it the most.
In their neighborhoods.
Elected or appointed?
I hold firm in the belief that the Chief of Police in Raytown should live within the city limits. The leader of the Police Department must be “hands on” when emergencies arise. Not 40 to 60 minutes away in another town.
Elected or appointed, our next Chief of Police will be the most important First Responder in the Police Department. He or she will set the policies that govern how our Police Department will function. From serving of warrants, traffic enforcement and emergency situations, our new Chief of Police will play a very important role in rebuilding Raytown's image.

The
Mayor and Board of Aldermen did not address the residency question issue when
they placed the Elective vs. Appointive issue on the April ballot. They were
remiss in not doing so.
On
April 2nd the voters will decide whether the position should remain
elective or become appointive. The residency requirement will ultimately be
decided by the new Board of Aldermen after the April 2nd Election.

According to FBI Statistics from 2017 the safest city in Missouri is the City
of Greenwood, Missouri. Greenwood is located in eastern Jackson County, just 14
miles from Raytown. Greenwood has a high number of police officers living
within its city limits. Some are from Lee’s Summit, some are from Greenwood.
Local homeowners credit the safety of their city, in part, with the high number
of active duty police officers who make Greenwood their home.

Raytown Board of Aldermen Meeting –
March 5, 2019
Alderman
Steve Meyers introduced the Tagline Committee.
They are Janet Emerson, Daneen Thurman, Robert Adkins, Karen Black, Tim
Hensel, Missy Wilson, Kristen Hetzel and Robbie Tubbs. Alderman Meyers thanked everyone for all
their worked to complete this project.
Public speakers included Tony Jacob, candidate for Mayor, Erin Morse with Midwest Animal Rescue. Ms. Morris asked why the stray hold for impounded pets in Raytown was cut in half from ten days to five days . . . but the budget increased despite the amount of days stray animal would be held by Raytown Hospital.
The Mayor told Ms. Morris questions could not be answered at the time but would be answered later in the meeting. The answers were not forthcoming later in the meeting.
Another concern she mentioned why had her requests for public information under Missouri Sunshine Law not yet been answered. She asked for the information weeks ago. The Sunshine Law requires a response within three working days.
Alderman Karen Black asked if she could come help make some copies or other tasks to aid in completion of the Sunshine Request concerning the animal impound invoicing after she was told it may take weeks or months to fill the request. The assistance was declined.
The Board passed a resolution supporting the Raytown Chamber of Commerce Building Foundation, Inc. applications for community grants. The Raytown Chamber of Commerce Building Foundation, Inc. respectfully request the City of Raytown’s endorsement through a letter of support for a Community Grant application to AARP and Truman Heartland Community Foundation. If approved, the Building Foundation would use the grant funds to enhance the Chamber’s building remodeling project with the purchase of bike racks, bike stands, trash cans and benches to name a few project items. The grant applications would be in the amount of $5,000 per organization and neither grant requires a community or foundation match.

Board passeda resolution approving the submittal of an application for a
community grant from Wal-Mart in the amount of $1,000.00 for the 2019 Raytown
Fishing Derby. The Parks and Recreation
Department has hosted the Raytown Community Fishing Derby, free to the public,
for over 40 years. To provide a better service to the citizens of Raytown,
Parks staff is seeking a $1,000.00 grant to be used to stock the pond with fish
before the event and to provide prizes for the participants. The Sol-Pro Bass
Club is a group that volunteers at the event every year, who also provide
prizes for the children who participate in this free event. By gaining funds
through the Walmart Community Grant, the Raytown Parks and Recreation
Department can conserve the resources of the Parks Department budget, and the
budget of our volunteer supporters, while providing a popular free community
event to Raytown citizens.
The
Board passed a resolution appointing RussellW. Petry as Director of Finance
within the City of Raytown.
The
Board passed a resolution approving the continuation of an agreement with
Raytown Animal Hospital in providing veterinary services for City of Raytown
Animal Control in an amount not to exceed $68,000. The Community Development
Department requests continuation of an agreement with Raytown Animal Hospital
in providing veterinary services for City of Raytown Animal Control
regulations. Raytown Animal Hospital is the City’s current veterinary services
provider. The Community Development Department budget for these services in the
current fiscal year is $68,000.00, which is intended to pay for the costs of
veterinary services as well as animal boarding services.
The
Board passed a resolution authorizing the continuation of an agreement with DEW
Farms, LLC to provide Nuisance Abatement Services in an amount not to exceed
$46,000.The Community Development Department proposes to continue the agreement
with DEW Farms, LLC to provide the City of Raytown with services for nuisance
abatement and mowing related to the City’s code enforcement activities. Through
the contract, DEW Farms, LLC provides abatement of various property maintenance
violations such as junk, trash and debris; brush and branch removal, and mowing
of weeds and grass in excess of eight (8) inches in length. Fiscal Year
2018-2019 budgeted amounts for these services is $46,000.
The
Board passed a resolution authorizing an agreement with Truman Heritage Habitat
for Humanityfor the operation of a minor home repair program in an amount not
to exceed $20,000.The program would provide another ‘tool’ for the Community
Development Department to use as part of the City’s neighborhood improvement
program. The program would provide assistance to low-moderate income homeowners
who are financially unable to correct the following types of property
maintenance code violations on their property.

Exterior Painting;
•
Roof Repair and Replacement;
•
Repair Decks and Porches;
•
Repair Driveways;
•
Repair and Replace Flashing and Guttering;
•
Repair and Replace Siding;
•
Tree Trimming for House Safety; and
•
Yard Cleanup.
Homeowners
needing to make repairs to address City code violations would be informed of
the availability of this program by the Community Development Department when
discussing specific code violations listed above. Homeowners expressing an
interest would be referred to staff at Truman Heritage Habitat for Humanity who
is experienced working with homeowners to meet their needs. Homeowners meeting
the required criteria will be required to repay the cost of the repairs by
making a small monthly payment, which would be collected by the Truman Heritage
Habitat for Humanity. Loans would be at zero percent interest for a period of
up to seven years. The funds collected would then be placed in a Raytown Minor
Home Repair Account for future use in this program. The proposed program uses
volunteers from local churches and other organizations to lower labor costs. A
construction supervisor from Truman Heritage Habitat for Humanity would manage
and supervise the projects and volunteers. Truman Heritage Habitat for Humanity
has many national sponsors that donate materials as gifts in kind. Examples of
this include paint which is donated from Valspar. Other partners include
CertainTeed, Dow, Cree, Whirlpool and many others.

Some folks are interested in what Greg has to say but don't read this blog so it would be good for him to send them to her to get his message out there.

This is getting ridiculous. If it's so vital that this Facebook group read Mr. Walter's survey answers, CUT AND PASTE! CTRL -> C -> V !! It's THAT simple! Just be done with it already!
They think that they're the last word and experts about everything else, yet someone needs to hold their hands with THIS? Amazing.
I would like to see the communications between Sue and Greg, but in the end I don't understand all of her interest in Raytown after being so upset about others who don't live in Raytown getting involved in Raytown elections.
Why are some assuming that Greg didn't send the answers to her? My assumption was that Greg sent it and also posted his answers here on the Raytown Report!

I'm not sure what that means.
Not everyone knows about this blog. If I were running I would have sent my responses to the survey to her. The only cost was the time to fill out the survey.

Yes cut and paste is an option but some would accuse her of changing his responses.
She posted the exact surveys she received so no one could accuse her of tampering with the answers. (One survey she posted was hand-written.)

I agree with you that it was sent, but being Greg is NOT her candidate or should I say the choice for Ward 1 of the mayor's she is putting out all this fake news.
The mayor says he is NOT responsible for what she does, but continues to interact with her.
I wonder how many times as a police officer he used the old "guilty by association", but as long as she spreeds his message then it is good to hang with her.

They quite comically operate under the assumption that they're the voice of ALL of Raytown and that any candidate that doesn't yield to their will will be cast out by "the voters".
All this drama from the usual suspects on that Facebook page. They have been a weary spectacle. A consistent, painful embarrassment.

Sounds like politics in that little town are even worse than here. We are literally the only city still electing a Marshall in the metro area. That’s pretty telling that we’re still operating in the past. We saw where politics will lead us. That’s why we’re where we are now. Enough with the political in-fighting. Having an elected chief didn’t keep our police force intact at all. But it did lead to a messy public battle.
I talked with the Fire Chief over the weekend and he convinced me to support both tboth their questions. Raytown is long over due to fix for issues with the ambulance and the Fire Distrct seems to have just the prescription. The fact they have found a way to repay the increase with their billing model only reinforces that the Fire Distrct is the right choice

Tricky Dicky LIVES on the Internet. He undoubtedly has witnessed numerous incidents of bullying and attempted, amateurish manipulation tactics from that core group.
Yet he does nothing.

Raytown has a real opportunity to vote for something worthwhile for once. Vote yes on Fire questions 1&2
Can we write in a mayor at election time? We feel that one isn't "ready" yet, while the incumbent one never was and never will be. He's going to slide right back into office due to a lack of interest in the position. Continuing sad times are ahead for Raytown, we predict.
We hope than a strong Board and daily citizen involvement will keep this incumbent managed when he gets reelected.
I will also be voting yes for Raytown Fire questions 1 & 2. This is a great plan for only pennies a day. Nice job.
Greg, I agree that the Police Chief should live in Raytown, but look at the numbers. The city adminstrator does not live in Raytown, The assistant city administrator does not live in Raytown, the interim Police Chief does not live in town, nor do any of the top brass in the Police Department.
You see Greg, their love for our community only goes as far as a paycheck. They could care a fart less for Raytown so far as their paycheck clears the bank.
Sad really, but if I could vacate Raytown, I guess I would too. It is not the same good middle class community that it once was, even 10 years ago.
Raytown looks just the same as East Kansas City with terrible roads, neighborhoods and crime. It saddens me to think this is only a microcosm of our great country, but I call it as I see it. 22 trillion in debt and looking like a 3rd world country more and more, each day.
Does anyone else find it interesting that the Fire District has had EMS for 120 days and has all but fixed a failing City department and has developed a turnkey plan to fund it that does away with me worrying about how I am going to pay the bill if I call.
Anyone know who I need to contact to get a Fire sign?
Got my copy of the Tribune paper. I noticed in the Raytown section there seems to have been a lot more than just the one sunshine violation. It looks like Cheif Lynch had good reason to resign early. The question I have for the author is where is all the money from and to VIPS? What can the Attourney General do about the private company using city assets and running up a tab at taxpayer expense?
They already ignore him. He says he is only the publicity guy anyway and has no duties or power.
Nope. There was the town crier saying it was poorly managed. No one listened to him. They switched out the management and everything changes, staff are getting paid more, working in a better environment. We have double the ambulances on duty, and sometimes there's an additional. We run our own calls now (which gives residents discounts). And strangely enough it spends the same amount as before.
I wonder if we should outsource all our other departments or just change the management April 2.

What a difference leadership makes. By the way the Fire Chief is appointed, and has a living requirement. Don’t see why the Police Chief should be any different.

Some of these entities, despite their vehement denials, have continuously promulgated a culture of cruelty, in our opinion.
They have several "methods". One of the most common is to introduce a supposedly neutral topic with the intent to "convert", where they can rely on their customary contributors to chime in and attack a person or idea. Another is a rapid "stike". Over a period of time, they engage in continuous calmunies against an individual, organization or idea. They episodically post false, negative, defamatory comments, then withdraw the remark(s) within minutes.
Although time-consuming, it's relatively straightforward to establish a pattern of deleterious behavior and to ethically manage it. We encourage anyone that objects to or is the target of malicious behavior to archive screen shots of exceptional comments.

I have looked at the fire departments tax proposals they are putting before us on the April ballot, which is about a 30% increase on my taxes. For me it is not a good deal as my insurance pays 100% of my ambulance bill should I need to use it. So, if I vote for it I would be paying for someone who can't pay theirs. To me that sounds like socialism. Before voting I would suggest that you check with your insurance to see if they would pay your bill should you need their service.

Doubtful that anyone is claiming to be a saint. But they have the right to free speech (which has been routinely, heavily sanctioned and altogether BLOCKED on that supposed "Raytown" Facebook page).
These "critics" also have the right to be concerned when an elected official or officials consistently align themselves with and socialize with the organizers of that agendized, skewed Facebook page.
9:35 AM your insurance may pick up your entire ambulance bill but if FIRE doesn’t get funded and we go back to large amounts of mutual aid ambulance service calls from KC, good luck on getting picked up in a timely manner. Having 2 to 3 ambulances in service in both north and south sectors of Raytown 24/7 is worth my 16 cents a day. And if some of my fellow neighbors can utilize the service with a cost savings benefit that is a bonus. Selfish people like you grind my gears!
