BOA approves November Internet
Use Tax Increase Election
BY PAUL LIVIUS |
The vote was not without debate. Ward 1 Alderman Greg Walters pointed out that holding a special election on November 2nd would cost the city approximately $60,000. The anticipated cost figure for the election was provided by the Jackson County Election Board.
City staff had set aside only $40,000 for the election.
However, since this would be the only item scheduled for the November election, Raytown will pay the entire bill for the election.
Walters has suggested
the Board hold off until April of 2022 or August of 2022 to hold the election.
It is his understanding the Raytown School District plans to hold a school bond
election in April. If that turns out to be correct, the city’s cost for holding
the election would be cut in half.
If the Board were to hold off until next August the cost would be minimal to the city. That is because next August the state will hold mid-term elections. Since those elections are held in Raytown, the city would spend (comparatively) very little for their cost of holding election.
The majority of the Board believe a low turn-out election will win the election.
A number of members of
the Board, led by Ward 2 Alderman Jim Aziere, spoke in favor of the November
election in spite of the cost to the city. Aziere said he believed a low turnout
election would almost guarantee passage of the 2.5% sales (use) tax increase.
Walters pointed out that those who use the internet are already paying a sales tax on internet sales if the company selling the item has a presence in the state.
Supporters of the tax increase said they were aware the tax is already be collected on some items but still favored the 2.5% increase.
If approved by a majority of the voters it is estimated the new “use” tax would generate $400,000 to the city.
“Taxpayers need to understand that if this tax increase is approved it will cost taxpayers an additional $400,000 a year in taxes”, said Walters.
“The last time the City tried to make this increase it was defeated by a 70% (no) / 30% (yes) vote,” continued Walters. “Given the recent tax increases on real estate and personal property in the last couple of years, I am not so certain voters will support increasing any taxes.”
OUR VIEW . . .
The City of Raytown can
expect a windfall of income in its 2021 / 2022 tax year. We base this on some
very simple observations.
- Raytown’s income has actually seen an increase in tax revenue due to the Covid 19 funding the last two years. One thing Raytown does not lack is grocery stores. We do not live in a food desert. Plainly speaking, the additional money handed out by the federal government has found its way to City Hall through a hefty sales tax charged on food by the city.
- We are all aware of the inflationary period our country has entered. There is not any need to debate what we all experience every time we purchase groceries, fill our gas tanks, or pay our electric bill. Each time the cost of living increases, so do the taxes collected by our local municipal governments. Raytown is not an exception.
- Real Estate and Personal Property Taxes have been on the rise. At Tuesday's meeting of the Board of Aldermen City Finance Director Russ Petry that Real Estate value in Raytown increased by 2.33%. Personal Property value increased by 7.30%. Part of that is increase is due to the rising value of homes and personal property like cars, boats, etc. Each time that value goes up, the city receives more tax dollars from its residents.
- There is a BIG windfall headed the city’s way in 2022. At Tuesday night’s meeting the Board of Aldermen unanimously approved a resolution approving its participation in the American Rescue Plan Act. The American Rescue Plan was approved by Congress earlier this summer. It is packed with 1.9 trillion dollars to spur the American economy into high gear.
Raytown’s cut of the American Rescue Plan Act is expected to be $5,849,965.51.
As you can see, the City is hardly strapped for funds. Perhaps it is time to give the taxpayers in Raytown a break. They already pay enough of their hard earned dollars on all sorts of taxes, fees, licenses, etc.
Our message to the Voters in Raytown . . . Vote No on November 2nd.

If passed, how will the 2.5% internet sales tax be collected? As I previously stated, Raytown's Zip Codes are shared with Kansas City. Raytown does not have its own Post Office. The physical Post Offices are there but they are all branches of the Kansas City Post Office; hence, Raytown addresses appear to be from Kansas City. The computer system collects tax by Zip Code. Quite likely it will NOT recognize that the order is from Raytown. I moved away from Raytown because I could not afford to live there with outrageous property taxes (69% of which went to the schools) and high utility bills due to climate with a high sales and franchise tax combined into them. The proposed internet sales tax really makes the taxes excessive! How will this tax be collected? Will people really keep records and mail a yearly check to the city to pay this tax???? I predict a collection nightmare. IMHO $60K is being wasted on the election!

You can bet I will be voting No for the tax.
Even if it passes, the city will waste the tax revenue on stupid signs in front of city hall that you can't even read and God only knows what else.
The 5 million dollars that the city (might get) should go to re-surfacing our street with REAL asphalt, not this crummy chip and seal.
I am a resident of ward 5 and I read your blog to understand what is happening in our city.
I have sent my email to both ward 5 aldermen. I appreciate your digging into the cost of having a special election where there is only 1 item on the ballot. My guess is that it will not pass and hopefully having this election at another time will be a slight savings to the city.
I hope this election will be moved to a later date so it won't cost as much. I do intend to vote NO on it when it comes up. My husband and I are both retired and our health prevents us from going shopping. We purchase everything on line and this would be another hardship. In any event please see what you can do to prevent an election for just one thing.
The Raytown BOA wastes money like they have an endless source of it!!!!!!!!!!

I don't know how we arrived at the point where governments believe they should tax any and every thing. They seek to tax your income and the purchases you make with the income they already taxed. They tax your property, which means it is not really yours. They tax your utilities paid for with money already taxed. They tax your gasoline paid for with money already taxed. The list goes on and on. Working Americans pay approximately 50% of their income in various taxes big and small. It is immoral. No wonder so many have such a difficult time paying their bills.
As I have heard said "Government exists to grow and empower itself."
I realize we need streets paved and essential city services, but why can't we cut out the unnecessary spending too. Fancy signs are not essential. Remodeling City Hall was nice, but not essential, when streets are falling apart and we have no traffic enforcement. I could go on, but I won't.
So Mr Jim believes it's a sure thing. Sounds like a farmer counting his chickens before they're hatched.
Two more NO votes here.
Thank you, RN
Mecee, Thanks for sharing the excellent photo of the spider making a web.

Thanks Andy. I have named her Charlotte. She re-builds her web in the same place every evening. She caught a BIG bug this morning before sunrise. The web must be doing its job well. Otherwise I would think she would move on. Greg put up another humming bird feeder. Now we have two hummingbirds constantly visiting. Apparentely they are very territorial and do not like to share where they feed. Also found out the rarely go far from their food source. Before he put them up Greg said he saw two hummingbirds that appeared to fighting around the (single) feeder. Guess this solves the problem.
Mecee, I am glad that Charlotte is handling the bug problem. There are lizards climbing my outside wall looking for smaller bugs. The hummingbirds come to my cacti and yucca type plants when they are in bloom. Occasionally one will hover on the back porch looking at me. Someone commented on nextdoor.com that hummingbirds seem to recognize humans. I put bird seed into an old dog water bowl for the regular birds.
I am using m head and I will be a big YES for the taxes. It is time to move ahead.
If city hall was really concerned about sales taxes in Raytown they would look for some real solutions. Instead, most on the BOA are taking a very narrow view of creating new taxes. No talk about lowering the taxes our retailers charge us in Raytown. A 2% sales tax on internet sales is huge. I know so many people trying to get by on fixed incomes that do not increase with the cost of inflation.
Are our city leaders blind to that reality?
What I find most amazing is that the people who are pushing hardest from this at City Hall are all members of different class of people. The city's hightest paid employees pull down over six figures in salary each year. Same is true for many in the Fire Department.
Without exception, those making those big salaries do not live in Raytown. So all that money goes home with them when they leave Raytown each day. The city will not receive one penny from them from a 2% sales tax on internet sales.
This is how the poor stay poor and the rich get richer in America.
IF the 2% internet sales tax passes, it could adversely affect property values in Raytown. If people who are looking for a home to buy find out about such a tax, they could decide to buy a home elsewhere!
BTW: As I stated previously, I think there will be difficulty collecting such a tax! Also there are ways around it such as having delivery made to an address not in Raytown such as a work address, a friend's house, or a Private Mail Box.

I am glad that Charlotte survive the storm. Has the missing fox cub ever been located?
Andy Whiteman
Mecee - your spider climbed up the water spout. Along came the rains and washed poor Charlotte down. Out came the sun and dried up all the rains, and your Charlotte went back up the water spout.
Actually, we are pretty certain the spider has made her home in a wind chime that is a actually a scupture of a turtle.
The baby fox was not seen in this area since a mailman told us he saw it one day while delivery the mail. We did receive a video of what appeared to be a small fox running across a neighborhood street about half a mile from here. Someone's door bell camera had filmed the image. A good number of people posted they were certain it was a small fox.
There is no way of telling if it was the same animal. There are quite a few foxes in the Raytown area -- particularly in wooded areas throughout the city.

government always wanting more and doing less.
What a sham. All these government employees pulling down over 100K a year and don't do diddly squat for it, except perhaps wasted seminars.
It doesn't matter how much the city is given in taxes, they will find a way to blow it and come back for more more more.
My vote: NO!
